We’re proud that our qualitative research has informed the Crown Prosecution Service Action Plan, which aims to tackle racial disproportionality in charging decisions, and ensure fair decision-making for all. We carried out in-depth interviews with CPS prosecutors across England and Wales, to understand their decision-making processes, how they apply the Code for Crown Prosecutors, and their views on racial disproportionality in case decisions and the wider criminal justice system. Our thanks go to the prosecutors who took part in the interviews, the CPS research team, the independent Disproportionality Advisory Group, Charlotte P., Naomi Day, Professor Julian Roberts from the University of Oxford, and Dr Alpa Parmar from the University of Cambridge.
We have published an ambitious Action Plan to tackle racial disproportionality and safeguard fair prosecution decision-making for all. The action plan has been developed and overseen by the independent Disproportionality Advisory Group, after research commissioned by the Crown Prosecution Service published last year found that defendants from ethnic minority backgrounds were significantly more likely to be charged for a comparable offence than white British defendants. In response to the findings, several key actions will be put in place, including: • A change to the Code for Crown Prosecutors to make sure that identifying and addressing bias is considered by prosecutors before a charging decision is made. • The development and use of digital tools and learning, education, development and training to identify bias and support decision making. • A new CPS and National Police Chiefs’ Council Race Disproportionality Board, which allows for continuous check and challenge between prosecutors and police. • We will also improve how the CPS works with other agencies to address racial bias within the criminal justice process. • A Joint Enterprise Scrutiny Panel in every CPS area to provide feedback on our decision-making and approach in cases which can disproportionately involve defendants from minoritised communities. • The plan will be implemented over a three-year period and CPS will have continual engagement with stakeholders, including our independent Disproportionality Advisory Group. 🗳️ Ahead of the 2017 election, Brenda from Bristol famously spoke for many with her reaction: "Not another one?" In 2024, however, polling tells a different story—almost half of Brits now want another election within the next six months, far outnumbering those who oppose the idea, according to our polling. While this might seem alarming for Labour, it’s not entirely surprising. Most people didn’t vote for Labour in July, so it’s no shock that many would welcome another opportunity to replace them. Moreover, Labour’s historic landslide victory came on a relatively modest share of the vote, and their rocky start in government has seen their poll ratings tumble. Without much effort, the Conservatives are now neck and neck, with Reform not far behind. What should worry Labour most, however, is the significant portion of their own voters backing this sentiment. A third of those who helped put Keir Starmer in Downing Street now say they support another election, with nearly one in five strongly in favour. It appears many Labour voters would like a chance to punish the government they elected mere months ago. Petitions calling for elections are often dismissed as the grumblings of a vocal minority, even when they gather millions of signatures. But this data shows the frustration isn’t limited to a small group—it reflects a broader sentiment, including growing discontent among Labour voters themselves. With the bill being debated, BMG's latest poll shows narrow majority of public back assisted dying bill. 📊 According to exclusive polling for The i Paper conducted by BMG Research, 54 per cent of adults support the plans for assisted dying, while 16 per cent oppose. These figures come as MPs will have a free vote on the issue on Friday, meaning members will be able to vote on the bill according to their conscience rather than along party lines. 🏘️ Results of the National Tenant Survey (NTS) conducted by BMG Research have been published. We were commissioned by the Regulator of Social Housing to conduct the NTS, which provides greater insight into the factors that influence TSM results. Capturing feedback amongst tenants and shared owners provides a robust and independent understanding of tenant satisfaction across the sector. Some of the key findings include: 🔵 Seven in ten (70%) LCRA tenants surveyed are satisfied with the service provided by their landlord. 🔵 Experiences of the responsive repairs service and views on home maintenance are the most important drivers to satisfaction for LCRA tenants. 🔵 Shared owners indicate significantly lower levels of satisfaction than LCRA tenants, half are satisfied with the service provided by their landlord (49%). Jack Harper, Research Director, comments: “The NTS has provided us with important insight into tenant experiences and highlights where landlords can improve their services. 💼 BMG were pleased to be invited to contribute to the 2024 dissemination event for the Longitudinal Small Business Survey 2023. Hosted by Professor Stephen Roper and his team at the Enterprise Research Centre (UK)’s offices at The Shard, London, the Department for Business and Trade project lead, Jayshree Varsani took everyone through the headline stats, while Emma Osborne, the survey’s project manager at BMG addressed the challenges of undertaking this large scale longitudinal SME survey. In addition, LSBS Small Grant award teams took the audience through their findings relating to AI and digital technology adoption in small businesses and how business support impacts SMEs’ growth and intentions to grow. This event was a good opportunity to see the survey findings applied to addressing issues across UK businesses. 📢 Our exclusive post-budget polling showing the first Conservative lead for three years makes the front page in today’s The i paper. Key findings include: 🔴 Conservatives are marginally ahead of Labour for the first time in years despite not yet electing a new leader. 🔴 Voters are more likely to say that the measures announced will leave them worse off than better off - but they are more optimistic about the impact on public services. 🔴 Most think there is some truth to the 22 billion ‘black hole’ claim, but many think it is exaggerated. 🔴 Many measures are popular, but testing of winter fuel payments and employers NI rises is opposed by more than supported. Superb work from team, including analysis on what the numbers means from Robert Struthers and Oliver White.
