Central banks are facing the challenge of providing secure settlement assets and upholding financial stability in this changing landscape. The report delves into the motivations behind creating wCBDCs and explores various use cases such as delivery-versus-payment (DvP), payment-versus-payment (PvP), and other wholesale settlement scenarios. It further discusses five implementation approaches for wCBDCs, including the Synchronization Model, Integration Model, Distribution Model, Interoperability Model, and Privately Operated Synthetic CBDCs. Additionally, the report examines the infrastructure design implications and challenges associated with wCBDCs. Key policy and regulatory considerations highlighted encompass liquidity management, governance, legal clarity for wCBDC operations, interoperability, and maintaining financial stability. Emphasizing the necessity for collaboration between central banks and private entities, the report underscores bridging the innovation gap and aligning on wCBDC functionalities. It also draws attention to the competitive dynamics posed by private-sector stablecoins and the evolving demands of financial markets.
