Transition Plans are pivotal in helping companies effectively manage the risks, opportunities and uncertainties of #climate change. The good news for board members and non-executive directors is that the complex task of transition planning has been made a bit easier, thanks to freely-available guidance from Chapter Zero. Guidance that Chronos Sustainability has been delighted to support with throughout 2024. The Chapter Zero Transition Planning Toolkit helps boards to anchor climate strategy within the discussion on business strategy. It includes a #Scorecard which allows boards to assess how effectively a company is responding to climate risks, a ‘Governance Compass’ and a guide to managing ‘Barriers and Enablers’, so that transition plans can be credible and effective. It is great to see that (a) the Spring (the Principles for Responsible Investment's stewardship initiative on nature) has responsible political engagement (lobbying) as one of its three key areas of focus, and (b) the assessment framework builds on the Global Standard on Corporate Climate Lobbying. The Global Standard, launched in 2022, was developed by AP7, BNP Paribas Asset Management and the Church of England Pensions Board, in a process supported by Chronos Sustainability, InfluenceMap and the The London School of Economics and Political Science (LSE). Sovereign bonds are a huge part of most institutional investors’ portfolios, so having robust and comparable data on how countries are managing their #climate transition, physical and social risks is a critical part of building sustainable financial markets. Enter ASCOR, which last month published its ‘State of Transition in Sovereigns 2024’ report – reviewing the climate performance of 70 countries, accounting for more than 85% of global GHG emissions. We have worked with and supported the investor-led ASCOR project since its inception in 2021. This week, ASCOR published a landmark assessment of 70 countries’ climate policies and ambitions. These countries represent 85% of global greenhouse gas emissions, 90% of global GDP and 100% of three main sovereign bond market indices. This means that investors can now systematically integrate integrate climate considerations into their decision-making on sovereign bond investments. The results from the assessment are sobering: no country has a 2030 NDC target ambitious enough to align with their 1.5°C benchmark and only 16% of countries have a transparent and credible commitment to phase out fossil fuel subsidies. More encouragingly, 80% of the assessed countries have a net zero target, with some targeting net zero before 2050, and over half have established a legal framework for national climate policy. Given the focus on COP29 on finance, it is also striking that only one third of developing countries have been transparent about the costs of essential climate mitigation and adaptation, data that are essential to quantify and prioritise the scale of public and private finance needed to effectively respond to climate change. Our team – Rory Sullivan, Aisling Eyers and Cora Buentjen - were delighted to join delegates at Sustainable Finance Week Ireland 2024 to present and discuss the findings of two major projects commissioned by ISFCOE - International Sustainable Finance Centre of Excellence and Skillnet Ireland: 1. Enhancing Ireland's Impact Investing Ecosystem which analyses Ireland's impact investing ecosystem, identifies key players, assesses how impact is measured, and addresses the barriers and opportunities for growth in this critical area. 2. Integrating Social, Gender and Inclusive Finance in Investment Practice, which reviews how Irish investment institutions currently account for gender equality in their investment processes, and how progress might be accelerated.
