Birmingham City Council settles on ERP budget of £108M after re-scoping. 5x original estimate and five years too late. UK government-appointed commissioners have labeled Birmingham City Council's Oracle Fusion rollout as "the poorest ERP deployment" they have seen. Money has been thrown like confetti at the problem ; only trouble is, that money is provided by local residents, local businesses and government grants. As far as I can ascertain, the following were also involved as external consultants to the project: Insight Direct (UK) Ltd, in partnership with Evosys, on the basis that the pair would deliver “a new solution” based on the Oracle Cloud ERP. Additional advisory support came from Socitm Advisory (procurement), Oracle Consulting, PwC and KPMG to help rectify problems with the system earlier, and previously EY on the implementation. Gartner were also involved during the project. To Oracle and those external consultants I say: did you at any stage see shortcomings in the project approach or resource or even technical capability? If you didn’t, it could be said that your expertise was lacking…Or did you get head down and keep churning out the invoices? Either way, for shame. To the Birmingham City Council officers involved: Have you never heard of the expression ‘If you find yourself in a hole, stop digging’? Where on earth was the sense check that should have arrested this staggering spiral of exorbitance? Who on earth in the Council postulated expertise in this matter? Birmingham City Council has had nine chief executives in permanent and temporary roles since 2014, with none lasting more than three years in the job. That tells a story in itself. A word to the clearly unwise – next time, consider best of breed harnessing modern links….and contact people who know what they’re doing, not just the biggest names you can think of.
