The U.S. Department of Energy (DOE) has announced the approval of a $15 billion loan guarantee to Pacific Gas and Electric Company (PG&E) to fund clean energy initiatives, including hydropower generation, battery energy storage, and transmission upgrades. The announcement came just before Donald Trump resumes the presidency. The loan, awarded under the Biden administration’s Investing in America agenda, is part of the DOE’s Energy Infrastructure Reinvestment (EIR) programme. PG&E, a natural gas and electric utility serving Northern and Central California, submitted its application in June 2023. The funds will support Project Polaris, which aims to address forecasted energy demand, enhance grid reliability, and reduce costs for PG&E’s 16 million customers. This marks the first EIR project to reach financial close under the DOE’s Title 17 Clean Energy Financing Programme. By offering loans at lower interest rates than traditional financing, the DOE intends to minimise upward pressure on electricity costs for consumers. Ukrhydroenergo and the European Bank for Reconstruction and Development (EBRD) will continue their collaboration in 2025, following significant progress in their joint efforts in 2024. The EBRD reported record investments of €2.4 billion for Ukraine last year, which included a €200 million financing package for Ukrhydroenergo. This package comprises a €100 million loan from the EBRD and a €100 million concessional loan from the Italian government, aimed at addressing the impact of ongoing shelling and attacks on Ukraine’s energy infrastructure. The financing stems from a loan agreement signed on 17 February 2024 between Ukrhydroenergo and the EBRD to support the Emergency Rehabilitation of Hydropower Plants project. The deal also involves cooperation with Italy’s Ministry of Economy and Finance, represented by Cassa Depositi e Prestiti S.p.A. A Guarantee Agreement was signed between the governments of Ukraine and Italy and the EBRD. The funding will enable Ukrhydroenergo to purchase critical equipment for the Dnipro and Seredniodniprovska hydroelectric power plants and ensure the company’s financial stability. Skanska has secured a NOK 507 million contract with Statkraft to construct the new Svean power plant in Klæbu, Trøndelag County, Norway. The agreement is part of Skanska’s order bookings for the Nordic region in the first quarter of 2025. Statkraft and Suomen Voima Oy have finalized a 15-year power purchase agreement (PPA), starting in January 2025. The deal involves an annual volume of approximately 100 GWh of electricity, sourced from Statkraft’s Bjurfors Nedre hydropower plant and Björkhöjden wind farm. Both facilities are located in Sweden’s SE2 bidding area, marking Suomen Voima’s first PPA in the country. The agreement leverages two energy production methods, enhancing Suomen Voima’s energy portfolio. Bjurfors Nedre, operational since 1959, has a capacity of 78 MW and generates approximately 400 GWh annually. Half of this PPA’s volume, about 50 GWh per year, will come from this hydropower plant.
