Pirate Attack: Chinese Fishing Vessel Boarded by Armed Men Off Somalia Armed Somali pirates have hijacked a Chinese fishing vessel with 18 crew members off the northeastern coast of Somalia, specifically in the Puntland region. The pirates, some carrying AK-47s and machine guns, have taken control of the vessel, which remains within Somali territorial waters. Fortunately, no injuries have been reported among the crew. The European Union Naval Force - Operation ATALANTA (EUNAVFOR) is monitoring the situation and has classified the incident as an armed robbery at sea. The EU naval force is in contact with Somali and Chinese authorities to coordinate a response. This incident marks a resurgence of Somali piracy, which had seen a decline in recent years. The pirates' strategy typically involves hijacking dhows and fishing vessels to serve as mother ships, enabling them to launch attacks in the Indian Ocean. EUNAVFOR Atalanta said that it is in permanent contact with the appropriate Somali and Chinese authorities, as well as with the delegation of the European Union to Somalia. “Operation Atalanta strongly recommends merchant and other vulnerable vessels to register in the MSCHOA’s voluntary registration scheme (VRS), to provide the most effective monitoring and response by Atalanta forces and their partners in countering maritime security threats,” the statement reads. Port Workers in India Threaten to Launch Indefinite Strike from Mid-December Indian port workers are threatening to go on an indefinite strike starting December 17, unless the government implements wage revisions and productivity schemes by December 15. This comes after labor federations deferred a planned strike in September, following a settlement on wage revisions and service conditions. The strike, which will affect all major ports in India, has sparked concerns about potential disruptions to supply chains. Shipping companies, including Hapag-Lloyd AG, are closely monitoring the situation and working to minimize any impact on cargo operations. The Indian port workers' union has been seeking wage revisions and improved working conditions for nearly three years. In August, dockworkers across India's 12 largest ports had agreed to go on an indefinite strike, but it was called off after a last-minute pay offer. ITF president and dockers’ section chair, Paddy Crumlin, said: “We’re delighted that our brothers, sisters and comrades in India have finally won the pay offer they waited for nearly three years to receive. The potential strike has significant implications for global trade, particularly for the fashion industry, which relies heavily on Indian ports for apparel shipments. Houthi Militia Launches Attack on Merchant Vessels Under US Navy Escort Houthi rebels launched a barrage of missiles and drones at a convoy of US Navy destroyers and merchant ships in the Gulf of Aden on November 30 to December 1. The attack was successfully repelled by the US Navy destroyers USS Stockdale and USS O'Kane, which shot down three anti-ship ballistic missiles, three one-way aerial drones, and an anti-ship cruise missile. The convoy consisted of three US-owned, -flagged, and -operated merchant vessels, including the product tanker Stena Impeccable, the boxship Maersk Saratoga, and the bulker Liberty Grace. The Houthis have stated their intention to target vessels they believe have ties to Israeli interests, including US ships, as retaliation for Israel's actions in Palestine. The incident highlights the ongoing threat posed by Houthi rebels to international shipping in the Red Sea region. The US Navy has maintained a presence in the area to protect US and international shipping interests. Greenpeace Stages Protest as Vessel with U.S. Liquefied Natural Gas Arrives in Germany Greenpeace recently protested the arrival of a vessel in Germany carrying U.S. liquefied natural gas (LNG). The protest was held in response to Germany's increasing reliance on LNG imports, particularly from the U.S. The vessel, Celsius Gandhinagar, arrived at one of Germany's floating LNG import terminals, sparking concerns among environmental activists about the impact of LNG imports on the climate. Greenpeace argues that the expansion of LNG infrastructure in Europe is unnecessary and will only serve to perpetuate fossil fuel use. The protest was attended by around 22 activists from Germany, Belgium, and Poland, who took to the water in kayaks and small boats to express their opposition to LNG imports. The activists also hung a large banner on the hull of the vessel, reading "Gas destroyed – Stop Fossil Gas." Greenpeace is calling for an end to LNG imports and instead advocating for a transition to renewable energy sources. The organization argues that the use of LNG will only exacerbate climate change and undermine efforts to reduce greenhouse gas emissions. Groundbreaking Ceremony for Philippines' New Cebu International Container Port Set for 2024 The Philippines' New Cebu International Container Port is set to break ground in 2024. The Department of Transportation - Philippines (DOTr) is targeting a February approval from the National Economic and Development Authority (NEDA) - Philippines, which will pave the way for the construction of the port. The New Cebu International Container Port will be built on a 25-hectare reclaimed area in Tayud, Consolacion, Cebu, and will have a capacity of 2,500 twenty-foot equivalent units. The port will be equipped with four quay cranes and will be connected to the mainland by a 300-meter offshore bridge. The project has been in the works for over two decades and has experienced delays due to the COVID-19 pandemic. However, with the anticipated approval from NEDA, the construction of the port is expected to commence in the first quarter of 2024. The New Cebu International Container Port is expected to complement the existing Cebu Baseport and will manage all foreign containerized cargo. The project is valued at around P10 billion to P16 billion. Dockworkers Face Uncertain Future as Automation Transforms Maritime Industry Dockworkers are facing significant challenges due to automation in the shipping industry. In the US, over 45,000 dockworkers, represented by the International Longshoremen's Association (ILA), recently went on strike demanding higher wages and protections against automation. The strike ended with a temporary deal that included wage increases and extended their contract until mid-January 2025. In Canada, dockers' unions are also opposing automation plans, citing concerns over job security and the impact on local communities. The Canadian Labour Congress - Congrès du travail du Canada has expressed support for the dockworkers, emphasizing the need for automation to benefit workers, not just employers. The use of automation in ports is a contentious issue, with employers arguing it will reduce costs and increase efficiency, while unions claim it will lead to job losses and decreased safety standards. The Federal Maritime Commission has noted that the dispute is partly driven by political considerations, with union leaders seeking to protect their members' interests. Beatrice Bruske, President of the Canadian Labour Congress (CLC) told Seatrade Maritime News that workers from all Canadian provinces would lobbied MPs on 26 November: “There were over 150 meetings planned with legislators to discuss the issues around, job security and the wider implications of automation.” As the shipping industry continues to evolve, the impact of automation on dockworkers will likely remain a major point of contention.
