Houthi Militia Launches Attack on Merchant Vessels Under US Navy Escort Houthi rebels launched a barrage of missiles and drones at a convoy of US Navy destroyers and merchant ships in the Gulf of Aden on November 30 to December 1. The attack was successfully repelled by the US Navy destroyers USS Stockdale and USS O'Kane, which shot down three anti-ship ballistic missiles, three one-way aerial drones, and an anti-ship cruise missile. The convoy consisted of three US-owned, -flagged, and -operated merchant vessels, including the product tanker Stena Impeccable, the boxship Maersk Saratoga, and the bulker Liberty Grace. The Houthis have stated their intention to target vessels they believe have ties to Israeli interests, including US ships, as retaliation for Israel's actions in Palestine. The incident highlights the ongoing threat posed by Houthi rebels to international shipping in the Red Sea region. The US Navy has maintained a presence in the area to protect US and international shipping interests. Greenpeace Stages Protest as Vessel with U.S. Liquefied Natural Gas Arrives in Germany Greenpeace recently protested the arrival of a vessel in Germany carrying U.S. liquefied natural gas (LNG). The protest was held in response to Germany's increasing reliance on LNG imports, particularly from the U.S. The vessel, Celsius Gandhinagar, arrived at one of Germany's floating LNG import terminals, sparking concerns among environmental activists about the impact of LNG imports on the climate. Greenpeace argues that the expansion of LNG infrastructure in Europe is unnecessary and will only serve to perpetuate fossil fuel use. The protest was attended by around 22 activists from Germany, Belgium, and Poland, who took to the water in kayaks and small boats to express their opposition to LNG imports. The activists also hung a large banner on the hull of the vessel, reading "Gas destroyed – Stop Fossil Gas." Greenpeace is calling for an end to LNG imports and instead advocating for a transition to renewable energy sources. The organization argues that the use of LNG will only exacerbate climate change and undermine efforts to reduce greenhouse gas emissions. Groundbreaking Ceremony for Philippines' New Cebu International Container Port Set for 2024 The Philippines' New Cebu International Container Port is set to break ground in 2024. The Department of Transportation - Philippines (DOTr) is targeting a February approval from the National Economic and Development Authority (NEDA) - Philippines, which will pave the way for the construction of the port. The New Cebu International Container Port will be built on a 25-hectare reclaimed area in Tayud, Consolacion, Cebu, and will have a capacity of 2,500 twenty-foot equivalent units. The port will be equipped with four quay cranes and will be connected to the mainland by a 300-meter offshore bridge. The project has been in the works for over two decades and has experienced delays due to the COVID-19 pandemic. However, with the anticipated approval from NEDA, the construction of the port is expected to commence in the first quarter of 2024. The New Cebu International Container Port is expected to complement the existing Cebu Baseport and will manage all foreign containerized cargo. Dockworkers Face Uncertain Future as Automation Transforms Maritime Industry Dockworkers are facing significant challenges due to automation in the shipping industry. In the US, over 45,000 dockworkers, represented by the International Longshoremen's Association (ILA), recently went on strike demanding higher wages and protections against automation. The strike ended with a temporary deal that included wage increases and extended their contract until mid-January 2025. In Canada, dockers' unions are also opposing automation plans, citing concerns over job security and the impact on local communities. The Canadian Labour Congress - Congrès du travail du Canada has expressed support for the dockworkers, emphasizing the need for automation to benefit workers, not just employers. The use of automation in ports is a contentious issue, with employers arguing it will reduce costs and increase efficiency, while unions claim it will lead to job losses and decreased safety standards. The Federal Maritime Commission has noted that the dispute is partly driven by political considerations, with union leaders seeking to protect their members' interests. Beatrice Bruske, President of the Canadian Labour Congress (CLC) told Seatrade Maritime News that workers from all Canadian provinces would lobbied MPs on 26 November: “There were over 150 meetings planned with legislators to discuss the issues around, job security and the wider implications of automation.” As the shipping industry continues to evolve, the impact of automation on dockworkers will likely remain a major point of contention. Meta Platforms, Inc. Enters into Biofuel Agreement with Norden to Reduce Carbon Footprint Meta, the parent company of Facebook, has signed a significant deal with DS NORDEN, a Danish shipping company, to purchase biofuel for its maritime transportation needs. This move is part of Meta's broader efforts to reduce its carbon footprint and achieve its net-zero emissions goal by 2030. The deal marks an important step towards decarbonizing the shipping industry, which is a significant contributor to global greenhouse gas emissions. By investing in biofuels, Meta is supporting the development of more sustainable and environmentally friendly transportation options. This partnership with Norden is just one example of Meta's commitment to reducing its environmental impact. The company has also made significant investments in renewable energy, energy efficiency, and sustainable infrastructure. Devon Lake of Net Zero Strategy at Meta, said: “At Meta, we have a goal to reach net zero emissions across our value chain in 2030. To achieve that goal, we’re working to address emissions sources across the supply chain – including the upstream emissions associated with the maritime transportation of supply chain goods such as computing equipment and construction materials. BIMCO Introduces FuelEU Maritime Clause to Support Sustainable Charter Parties BIMCO has adopted a new clause to help the shipping industry comply with the upcoming FuelEU Maritime Regulation. The FuelEU Maritime Clause for Time Charter Parties 2024 is designed to facilitate compliance with the regulation, which comes into force on January 1, 2025. The clause introduces a surcharge mechanism, where charterers pay a fee to owners if the vessel incurs a compliance deficit during the charter period. The surcharge represents the owners' exposure to a FuelEU penalty, proportionate to the charter period. BIMCO's Documentary Committee developed the clause through industry consultations to ensure it's workable for most scenarios and commercial relationships. The clause can be adapted to suit specific commercial arrangements, such as charter duration and pooling strategies. “This clause has been eagerly awaited by the industry. January is almost here, and the FuelEU Maritime regulation is complex. Because of this, we have carried out several industry consultations during the drafting process to make sure that we arrived at a clause that works in practice,” says Stinne Taiger Ivø, deputy secretary general and director of contracts at Bimco. The adoption of this clause is a significant step towards decarbonizing the shipping industry, as it provides a standardized framework for compliance with the FuelEU Maritime Regulation. “The FuelEU Maritime regulation will significantly impact the shipping industry, even more so than the EU Emissions Trading System. The clause we have adopted today is the result of a collaborative process between owners, charterers, P&I and legal experts and other stakeholders,” noted Nick Fell chairperson of Bimco’s documentary committee.
