Our Honorary Colonel, Maj Gen Mark Overton was appointed as a Companion of the Most Honourable Order of the Bath (CB) while our CTO, Maj Andy Sutton was appointed as a MBE, both in the King's New Year Honours list. For our final post of 2024 we would like to wish all of our personnel, supporters, and followers a very Merry Christmas / happy holiday and a great New Year. We would also like to reflect on our recent trip to Germany. Over three very busy days 24 members of SGIS packed in a battlefield study at Remagen bridge, an act of remembrance at Koln South Cemetery; cultural visits to the House of History Bonn and a walking tour of Koln with excellent liaison visits with the German Reserve Forces HQ and the Cyber and Information Service HQ. The latter were impressed by what SGIS offers the British Army and Defence and we hope that some of their personnel will join us next year on one of our Technical Concentrations. The growing importance of Specialist Reserves is increasingly recognised not just in the UK, but across NATO, we'll be sharing more thoughts on this during 2025. “The Army should create a Space formation, establishing interfaces with strategic UK government and defence Space organisations” – this is the proposition of a Specialist Reservist in an essay which won the coveted Deane-Drummond Prize. In his powerful offering Capt Tully, a lead engineer at a satellite operator, and a Reservist within Specialist Group Information Services (SGIS), discusses key space capabilities that the British Army could develop to enable it to fight in a multi-domain manner. In 2019 NATO declared space an operational domain and the United States considers it a warfighting domain. According to the Blackett report of 2018, if access to space was denied, it would cost the economy £1Bn per day. Capt Tully puts forward arguments for the British Army to prepare for a technological multi-domain environment, and for the creation of a Space formation to interface with strategic UK government and defence organisations. Key points: • Urgency is needed due to the current Pre-War state and dependence on Space. • Dependence includes applications like Positioning, Navigation and Timing (PNT), Intelligence, Surveillance and Reconnaissance (ISR), and Satellites for Beyond Line of Sight (BLOS) communications. • Development of Space-enabled capabilities is essential for land operations. • There is a need to prepare for operations in a space denied environment. • The US Space Missile Defence Command model could provide insights, but care must be taken to maintain mission distinction. Whilst we must never allow our standards to drop in relation to our Defence capabilities, it seems clear that far from being afraid to adopt AI systems, the thing we really need to be wary of is the possibility that our adversaries could achieve “AI Superiority” or, worse still “AI Dominance” in a way that might enable them to out-think and out-manoeuvre us, across any or all of the modern battlespace domains. If we accept that the biggest factor we should be afraid of when thinking about AI in Defence is the possibility that our adversaries are advancing faster than we are then it stands to reason that our number one priority should be to ensure we provide the enabling environment needed to advance at least as fast, if not faster. We’ve seen such struggles to catch up or overtake our adversaries often in the history of warfare. To outpace our adversaries in the past we moved with agility and ambition because there was no alternative: necessity is so often the mother of invention. Today AI is another of those arms races that western democracies cannot afford to lose, which is why a key pillar of Defence AI Strategy is focused on being ambitious. Our underwater telecommunications infrastructure has never been more important. This comprises sub-sea fibre optic cables which carry digital information around the world with orders of magnitude more capacity than can be supported by satellite communications. These information super-highways are essential for our everyday lives, and as such are classed as UK Critical National Infrastructure (CNI). It was encouraging to see the protection of these assets being discussed in the House of Lords, follow the link in the first comment to read the transcript. What a Technical Concentration (TC) that was... SGIS has just completed its largest ever TC. Over 100 Specialist Reserves deployed on a four day sprint to tackle 25 tasks for 8 customers across Defence, at 8 different locations. These included our home at Blandford Camp, hence the Corps museum photo. The weekend was an opportunity to present over 50 medals to qualifying personnel including a Volunteer Reserve Service Medal (VRSM) for 10 years Reserve Service, King’s Coronation Medals and some delayed Queen’s Platinum Jubilee Medals. These awards recognise the continued dedication of members of SGIS. Two of our Warrant Officers have been selected for promotion from WO2 to WO1, the most senior soldier's rank. Congratulations to our medal recipients and those selected for promotion, and thanks to all personnel for their contribution to a great TC. Certa Cito. INTELLIGENCE: should it be "need to share", not "need to know"? SGIS personnel recently attended the virtual 2024 International Cyber Event, hosted by the Interallied Confederation of Reserve Officers (CIOR). The topic was "Bridging Cyber Security: Uniting Civil and Military Forces", and considered traditional Civil-Military Cooperation (CIMIC) activities from a cyberspace perspective, with clear themes emerging. In a new and complex era of warfare there is a need to redefine what conflict looks like. Exploitation of the cyber environment is fueling traditional war-time innovation at increasingly faster paces, and therefore understanding the nature of the threat faced is critical to building resilience, and strengthening national security and stability. There is currently a disconnect between Western views on offensive and defensive cyber activity. While the Defence sector is focused on the protection of government, democracy, and critical infrastructure, our adversaries are targeting civilian services and society as a whole. Frameworks must be developed to enable sharing by governments who traditionally ingest intelligence but don't give back - the mantra might well become "need to share", not "need to know". CIMIC could become "business as usual", with cyber defence operating together with key authorities, organisations and industry actors. SGIS has significant cybersecurity expertise across many industry sectors, and is actively engaged in tasks across Defence. Members of SGIS attended the RSI (Royal Signals Institution) technical seminar in London, discussing the Land Environment Tactics CIS programme (LE TacCIS) requirements with the wider Corps and industry. The dinner which followed was a great opportunity to network but most importantly, to celebrate the success of Capt Richard Lampard, who received The Master of Signals Award for his initiative and drive to professionalise SGIS through the development of technical Communities of Interest. The team at the National Space Operations Centre (NSpOC) are tracking debris from the breakup of Intelsat 33E. NSpOC analysts, from the UK Space Agency and UK Space Command, will continue to monitor this incident and risks to UK-licenced satellites, including Strategic Command SKYNET satellites.
