These are not mutually exclusive, although they are often set up as such. While traditionally privacy has been seen within the public sector as an impediment to sharing both within public sector agencies and with the public/private sector it actually, when done well, can be a positive to encourage more engagement. This ‘lore’ has developed because privacy has often been an afterthought, not built into the project/sharing from the beginning. It is always more difficult to retrofit privacy after the ‘horse has bolted’. Privacy by design can minimise the impact of privacy on collection and sharing while ensuring privacy protective practices and, in most cases in practice, can actually enhance the experience and broaden the use of the data.

The spending of Public money should always be transparent. They say "he who pays the piper calls the tune" but sadly in most cases this is not the truth. If an organisation wants privacy, it can operate in the private sector and not be reliant upon public funding.

Transparency is generally misunderstood as privacy. To My mind they are vastly different at least In the public affairs domain How? Transparency means clarity & honesty & fairness in all matters of public service . Everyone must be told their entitlements, rights & duties with transparency in public sphere. Article 14 of the constitution provides for that. Privacy is not a public domain issue by definition . It’s ur private space That is entitled to full Protection . Hence I see no conflict at all. Then where is the question Of balancing both???
