The most effective way is to use a scorecard system: You define the KPI with a suitable target metric, for example, broken down to a week. The target is given the color green. Now you define the mean value, which is then defined as yellow. A poor value of the KPI then becomes red. Now each employee can focus on just one single task: Turn red into yellow and yellow into green. This way you have permanent progress. And the employees are proactive. If the KPIs are permanently in the green zone, the metric can be adjusted.
