How do you handle budget cuts with senior stakeholders?

Budget is prepared in mid of the year (for next year)- vary from org to org. Budget is based on certain assumptions (projects,revenue growth,costs increase,inflation). Therefore, forecast is prepared to adjust budgeted numbers (to adjust changed circumstances). Quarter wise movements in FC (in comparison with budget); is generally not so irritating! However,when there is a change in year's view (particularly reduction), then there comes problem and needs to be explained adequately to senior management.For e.g, reduction in revenue can be explained/linked with non acquisition of project, site access issues,supply chain blockage,internal issues,un controllable factors). Story telling also plays an important role when explaining deviations.

I would use the latest forecast to explain the market condition, changes in budget assumptions, changes in macro and micro economics. I would also explain the latest opportunities and risks with their probabilities to understand the big picture. The rationale behind the budget cuts need to be properly explained to get the buy in of senior executives. The time frame and targets shall be clearly defined.

This is the clinical textbook approach, and is all necessary. It does not take to account the assessment of the emotional response to cuts and the understanding of those you will be presenting and promoting the budget cuts to. Understand your audience as well to ensure full buy in.

Managing budget cuts with senior stakeholders can be delicate. It's crucial to: 1. Prepare in advance: Gather data, facts, and a well-thought-out plan. 2. Whenever there are budget cuts the first thing we should do is list out of the points which are triggered to budget cuts. Once you are ready with data schedule a meeting with each department which is going to take a budget cut and formally inform them of the situation. It is equally important that budget cuts should not hamper the business if there is any risk, we should discuss with the leadership team and try to find the option of internal budget transfer if possible. Here come FP&A role he/she has to find a way to help the team if they see any excessive dollars in other departments and request them transfer back to corporate

Agreed, but included in this is that transparency and clarity of the process build trust. This trust creates faith in the process and goal. Maintain this at all cost.

Good leaders will appreciate frequent updates, even if you're letting them know things aren't going to plan. The worst situation is leadership being blindsided by bad news. Being optimistic is great and many of the visionaries in senior management will have this in spades, but you will both hurt yourself in the long run and do a disservice to leadership by not being realistic about the risks or when expectations aren't being met. Knowing things aren't going as planned when it's happening allows the opportunity to correct course, instead of trying to brace for impact at the last minute.

Early communication is great, especially when it carries with it clear recovery path. Merely breaking bad news early without a clear route to "light at the end of the tunnel" only creates uncertainty and anxiety.

Repetition of the ask, and more importantly, repetition of the reasoning provides a sense of purpose behind the tough calls you’re asking senior leaders to make. Communicating early and often allows for trust in your decisions and equips leaders with purpose.

As far as possible, it's also beneficial to inform them face to face. Tailor the message and the medium. Reiterate the message, in an appropriate manner/medium, when you send out subsequent project updates.

In fact, I do not agree with not communicating with senior management and reiterating about the budget cuts. Sometimes it is a deficit of communication and lack of understanding. Because proper marketing can definitely bring more value to dollar invested. Anyway, one thing that is important is to show the long-term impact of positive change of perceptions by the customers. Sometimes, the benefits do not happen in a quick way, but they do take necessary times. It is important to focus on those delays for the positive consequences. Sometimes, PM's will come across scenarios where the reduction appears skewed to a specific stakeholder/set of stakeholders. PM's need to be able to identify what other aspects of the program can be curtailed, without affecting the goal, and suggest this to the program board. I have been in instances when this has worked out favorably, and some that have not. It's important to think out of the box and review all possible means to achieve the goal, keeping the interest of the project in mind.

Essentially it is about painting a clear picture of why a budget cut is required - the picture of an existential threat. This helps create stakeholder alignment on why there should be a cut in the first place. This should happen before trying to co-create the cuts with them

Managing the risks and expectations can also be part of the negotiation process with project sponsors and other senior stakeholders. What parts of the project are non-negotiable to the purpose of the project? What impacts will reducing scope or removing functionalities of the project have on business function or other projects downstream? Looking forward to what the budget cuts mean as an end result could help in the negotiation process. Make sure to get positive project stakeholders on your side of the negotiations.

This is the most important part of this article. Clear communication is essential and setup the expectations in line with the new budget. Presenting three different scenarios and giving them the chance of getting involved in the process. Avoid any “take it or leave it” situation, trust and (your) reputation are at risk here.

In my experience, first of all we need to share the perspective and rationale behind the budget cuts and briefly how the cuts are organisation wide and not targeting one function or a team. We should then have an open discussion with the Leaders to understand their views and what challenges are they envisaging with the budget cuts. As a third step, we need to help the team re-plan their budgets in a way that most of their initiatives/asks are taken care of. This will also mean getting more bank for the buck spent. Last but not the least, the conversation should end with a promise to add back budgets whenever business situation improves and/or there are some excess funds. In my experience, this approach has always helped.
