How do you create mobile apps using web-based platforms?

This is incorrect. As Mr Herlihy explains in his comment below, React Native and Flutter are not hybrid apps that rely on WebViews to deliver a UI. A native mobile app could be nothing more than a container for a WebView - that is a genuine hybrid app.

As the contributions above said, React Native and Flutter aren't hybrid solutions and I want to add that, hybrid solutions are good only when you need a fast multiplatform development without care much about performance, because hybrid apps need a bridge to communicate with the hardware, like camera, Bluetooth, local storage, etc. So consider this before you decide to go with hybrid solutions or not.

PWAs are a good option for apps that do not require a lot of native features or functionality. They can be accessed offline and can even send push notifications to users.

How to develop the skill to code using each native programming language and set up each OS is the challenge. Converting from your fav language to the other automatically is the preference as far as I know.

Native apps are built using the native programming languages for each platform, such as Java for Android and Swift for iOS. Native apps are the most performant and engaging type of mobile app, but they are also the most expensive and time-consuming to develop.

I hope in the future all the native language non-sense will disapear . Or at least a kind of unification for low level programming for all devices .

using Ionic with cordova is most of the time seamless for all platforms (web included) but there are junctions where you need to test for platform and route logic accordingly; never underestimate visual testing on real device when creating multiplatforms.

Another disadvantage is in the perception of not having to create multiple versions for the different app versions. For example, iOS apps are very stringent in the coding controls compared to Android. So while developing the web app, it may pass Android requirements but not iOS. So changes need to be made that eventually results in an Android version and an iOS version. It is true though that you will not need to create separate apps from scratch.

Flutter was mentioned as a hybrid solution but isn't, and is not mentioned in web native solutions, and I believe that should be mentioned in somewhere, because Flutter has all the characteristics of a hybrid solution but with the advantages of a native ones, Flutter builds full high-performance native mobile apps and to not mention that creates also desktop and web apps with the same code base.
