About us

The Beyond Compliance Consortium is an academic-practitioner, co-productive research partnership that traverses the fields of international law, conflict studies, humanitarian protection work and human rights advocacy. We develop and implement the three-year theoretical, empirical, and operational research programme: "Building Evidence on Promoting Restraint by Armed Actors". Funded with UK International Development from the UK government, the research centres local communities' everyday lived experiences of armed conflict and aims to contribute to the effective prevention and reduction of need and harm, and the facilitation of a broader protective environment in war.     📢 We’re looking for Humanitarian Advisers and Humanitarian Analysis Officers to join HSOT’s humanitarian roster.   HSOT maintains a roster is a pool of skilled humanitarian experts ready to provide consultancy services and support FCDO's humanitarian efforts. Humanitarian roster experts contribute to fast, efficient and effective UK humanitarian response that is appropriate to the needs of affected communities.   📢 Humanitarian Analysis Officer (HAO) will provide humanitarian reporting, collect and store humanitarian information and produce analysis to support an evidence-based response. The HAO will deliver core humanitarian information products required by the FCDO requesting team (Overseas Mission or London). They provide analytical pieces of work when the necessary information becomes available.   • New blog post! The Children and Armed Conflict (CAAC) agenda is one of the most significant UN initiatives for the prevention and reduction of harm and need in war. In this post Rocco Blume and Samantha Holmes explore the tools of the CAAC agenda and their effectiveness in obtaining accountability for harms against children in times of conflict in effort to strengthen the mandate. They discuss the CAAC agenda’s role in embedding norms for child protection although they also observe the narrow material scope of the CAAC agenda’s “grave violations”. They unpack the “list of shame” and its strengths and weaknesses as an accountability mechanism, including the limits of naming and shaming and the politicisation of the listing and delisting process. Ultimately they praise the normative approach of the CAAC agenda which is not tethered to legal compliance thus allowing it to look beyond the law and providing tools for reducing the suffering of children that are not tied to legal parameters. In this post Alexander Gilder and Daniel L. explain why #NATO sees Human Security as a useful and unique tool which guides planning processes to improve outcomes on all of NATO’s Cross-Cutting Topics. Embedding a principled approach to Human Security recognises that the effects of conflict are experienced differently by affected population groups, provides a deeper understanding of the human environment, and guides the planning of operations to prevent unintended consequences caused by NATO military operations and to minimise avoidable harm. Gilder and Linsdell discuss the way forward for NATO to maximise the impact of Human Security in its operations.     As the year draws to a close, I find myself reflecting on the ongoing challenges we face in upholding the fundamental principles of International Humanitarian Law (IHL). The human impact of continued violations is devastating, and the loss of allies within the international community that have prioritized political relationships ahead of international law has, perhaps naively, been hard to accept. I have and continue to feel such deep shame. Amidst these struggles, this week I am particularly proud of the work of our Syria team, led by Myra Saade, MBA in providing technical support for the families of the missing in Syria. This work has reminded us that IHL and the minimal protections it’s affords has real and direct impact on persons and families. Over the past three weeks, I’ve had the privilege of spending time with some of our incredible colleagues from London to Stockholm and Nairobi. These moments have reinforced my gratitude for being part of a team of such brilliant and compassionate people. This year has seen some big strides forward at the Centre, as we have engaged into new contexts (such as Ethiopia), developed new and exciting partnerships and collaborations: in particular being part of the Beyond Compliance Consortium Leading the centre remains such a privilege, particularly when working alongside colleagues situated in Israel, Palestine, and Lebanon who continue their vital work despite destruction and heartbreak surrounding them. Their dedication is inspiring. Looking ahead to 2024, I am filled with a combination of dread but offset by excitement of what we will be undertaking along with partners and collaborators. We will be: launching our inclusion report on IHL; launching the Stockholm IHL Monitoring Manual; continuing our support for families of the missing in Syria, and much more—all under a refreshed brand that reflects our shared mission and values. We remain fully committed to partnership and collaboration as the challenges ahead cannot be addressed by any single actor. To everyone who has supported us this year: thank you. I look forward to continuing this journey together in the year ahead. Addressing the needs and harm experienced by civilian populations under the control of non-state armed groups (NSAGs) requires comprehending the perspectives and practices of both States and NSAGs. In this post, Pascal Bongard and Anki Sjöberg explore the importance of research consultations with NSAGs, which can provide insights into understanding conflict dynamics beyond the humanitarian community. While they highlight an existing  ‘participation model’ for NSAGs in relation to norm development, they note that its first three levels – information, consultation and involvement – are particularly relevant for consultation methodologies. In their analysis they present recent examples of such research consultations, discussing the varying terminology employed when engaging with NSAGs and examine the messages this terminology might convey. The authors conclude by proposing a ten-step practical guide to help build evidence for promoting restraint by armed actors, with research consultations being one of the key methodologies.
