For the first recommended read in 2025, Holly Welcome Radice Shares an important read on the link between CVA and gender-based violence (GBV) prevention. Here’s what she thinks about it ⤵️ Many national and international actors have made progress on #CVA in #GBV response. GBV risk mitigation in projects with CVA is also more considered. However, evidence on #GBVPrevention and humanitarian CVA is scarce. So, I was excited to see the learning brief “Empowering Communities: Village Savings and Loan Associations and Gender-Based Violence Prevention in Southern Haiti” from CORE (Community Organized Relief Effort) Response. Why do I love this brief? 1️⃣ GBV prevention was baked in: CORE focused on building awareness of gender equity, GBV, and available services for GBV survivors. 2️⃣ It is women-centered: the project aimed to establish women’s groups and increase their access to savings and capital for economic activities. 3️⃣ It is community centered. Strengthening social networks, especially for women, was a focus. A local cooperative financial institution was the #FSP partner. CORE mapped out GBV service partners in the area, grassroots ones who can function as referral agencies. 4️⃣ It shows innovation in a complex crisis. I love the no-regrets “we are trying different things” approach. They layered #VSLA, #CVA, #AwarenessRaising, #IGAs, #GBV prevention, and in-kind distribution of #DignityKits. Notably, they did this with their own funds. 5️⃣ It is a comprehensive approach. Can I say it again? CVA alone is not going to solve vulnerable people’s issues! I love that this project examined the lives of the women in the targeted communities from various angles. What were the outcomes? Increased knowledge of VSLAs and business management, participation in the VSLA, and understanding of rights and GBV referral pathways. The Norwegian Refugee Council released a statement yesterday sharing that "for the first time in our history, will have to suspend ongoing and urgent humanitarian work for hundreds of thousands of people in nearly 20 countries affected by wars, disasters, and displacement. These dramatic measures come in response to the stop, partial suspension, or lack of reimbursement of United States funding for our global humanitarian operations.” They complete the statement with a hope that “American compassion for the world’s most dispossessed will continue.” CALP is proud to be a partner of NRC - they host our regional presence in East Africa - they have been instrumental in driving the progress we have made on cash over the last decade. More than ever, it is critical we do what we can to safeguard the progress we have made - we look forward to continuing to work closely with NRC and the wider network as we seek to deliver choice and dignity for people in crisis. Only “life-saving” aid has the potential to be covered by USAID’s latest waiver on the funding freeze. We must keep arguing the clear case that humanitarian cash and voucher assistance (CVA) falls firmly into this category. We've put some key arguments together for you in this blog. We hope it will help you to advocate generally for CVA, and specifically for the continued funding of your CVA programmes. However we are also acutely conscious that the landscape is uncertain and evolving. For that reason at the end of the blog we also provide a link to a survey asking you for your experiences on applying for the 29th of January waiver. 🆕New in the library 📚 How can we Distinguish a ‘supporting community led response’ from a Group Cash Transfer? This discussion paper by the CALP Network and Local to Global Protection distinguishes between supporting community led response (sclr) and Group Cash Transfers (GCTs). Sclr aims to strengthen communities' abilities to respond to crises by fostering collaboration and using tools like appreciative inquiry and risk mitigation. It is often facilitated by local and national NGOs. GCTs, on the other hand, are a mode of assistance that provide cash resources to community groups for projects that benefit the community. GCTs are a way to resource community led responses using cash and voucher assistance (CVA). While both sclr and GCTs aim to resource community led responses, they differ in implementation and coordination. Sclr emphasizes a transformational approach that challenges existing disempowering practices and prioritizes co-created solutions. GCTs typically involve cash grants between $200-$7,000, given to groups based on simple project proposals. The paper stresses the importance of understanding these differences when applying for funding. Ultimately, both sclr and GCTs are about trusting and resourcing community led responses. This paper emphasizes that practitioners should be mindful of the risks of poor implementation and strive to balance speed, volume and quality.
