CHN Housing Partners, formerly Cleveland Housing Network, was founded in 1981. It is a large-scale affordable housing developer and housing service provider that works with its partners to solve major housing challenges for low-income people and underserved communities. CHN partners with utility companies, financial institutions and public agencies to manage and deliver large-scale housing resources. CHN also partners with people—low-income individuals, families, seniors, the disabled and the homeless—to improve their housing stability. CHN’s impact in Cleveland includes 2,700 new homeowners, the housing stability services it provides annually to 50,000 individuals, and the development of 7,000 new homes. www.chnhousingpartners.org

“Race does not cause… homelessness. Racism causes homelessness,” noted professor Gregg Colburn, author of the book, “Homelessness is a Housing Problem” during HPN’s Opening Plenary at the 2024 biannual member meeting in Seattle. The professor stepped through his thesis that tight markets accentuate vulnerabilities. Using data, he illustrated how homelessness does not correlate with what most people (and media outlets) assume. Statistical analysis reveals that homelessness thrives amidst affluence, not poverty; warm climates are not to blame for being unhoused; drug use correlates and can be exacerbated by living on the streets, but is not a root cause; and so on. In fact, said Colburn, “there is not a place (in the U.S.) with low vacancy rates that does not have a homelessness problem… we know what interventions work, we’ve lacked scale: we must scale housing production of all types; there is no silver bullet.” Homelessness is a HOUSING problem. HPN President & CEO Robin Hughes facilitated a vibrant panel afterwards with the professor and Susan Boyd (CEO, Bellwether Housing), Rebecca Louie (President & CEO Wakeland Housing and Development Corporation, and Kevin Nowak (Executive Director, CHN Housing Partners) and questions from members in the audience. #HPNSeattle #HomelessnessIsAHousingProblem #Homelessness
