Thank you to the more than 50 EIP member CEOs who joined us on Tuesday to underscore our commitment to growing American small businesses. EIP started this year with 17 new CEOs joining our coalition, and it was wonderful to bring their perspectives into our continuing work to help agencies and companies reinvest in the American economy as we strengthen our nation's infrastructure.

About us
The Equity in Infrastructure Project (EIP) exists to improve public contracting practices by creating more opportunities for Historically Underutilized Businesses (HUBs) to build generational wealth and reduce the racial wealth gap by creating more prime, joint venture and equity contracting opportunities for these firms. Through our Pledge, EIP works to secure commitments from public agencies to increase the number, size and scope of contracts going to HUBs by facilitating access and reducing barriers to compete for business. EIP was founded by Denver International Airport CEO Phillip A. Washington, former US Deputy Secretary of Transportation John D. Porcari and others in anticipation of the $1.2 trillion Infrastructure Investment and Jobs Act and to answer President Biden’s call to leverage infrastructure spending to build wealth in underserved communities. EIP receives generous support from Social and Environmental Entrepreneurs, Social Impact Fund, HNTB and The James Irvine Foundation. Initially, five First Mover agencies joined to help shape the pledge, identify initial projects of interest and prove the concept. They are: -Chicago Transit Authority – Dorval R. We are grateful that EIP kicked-off 2025 with 17 new signatories to our Pledge, bringing our coalition to 91 leading heads of transit authorities, airports, ports, water districts, and engineering, financial, and construction firms from across the country – – representing hundreds of billions of dollars of power to improve people’s lives. Our new signatories and a large contingent of supporters gathered last week in the Bay Area, hosted by the Santa Clara Valley Transportation Authority (VTA) in the entry hall to the Milpitas Transit Center. These are trying and changing times, but EIP represents a path forward. At its core, EIP is an economic development organization, because when we are intentional about prime, joint venture, and equity participation opportunities for historically underutilized businesses, we put people to work, and we grow businesses and community wealth. Our coalition is rallying people around the link between infrastructure investments and investments in people’s financial security, and we could not do that without our partners, our supporters and committed individuals nationwide. BuildIT (https://www.build-it.world) signs onto nationwide Equity in Infrastructure Project (EIP) Coalition along with more than a dozen transportation and infrastructure agencies Eighteen leaders, including those of more than a dozen major Bay Area transit agencies and Denver Water, signed the Equity In Infrastructure Project Pledge on Monday, January 13, 2025, joining a national coalition committed to increasing contracting opportunities for Historically Underutilized Businesses (HUBs) in the infrastructure sector. This increases competition for public contracts, saving taxpayer dollars and delivering better value for infrastructure investments while building generational wealth and reducing the racial wealth gap. This was the first time in EIP’s history that they invited an LGBT industry association from the Design/Construction and large-scale Real Estate Development sectors to sign The Pledge. “With Phil Washington’s vision and the depth of EIP’s leadership with people like John Pocari, Dorval R. Carter, Jr., and Rick Jacobs, this effort will continue to put access to opportunity at the forefront of creating sustainable, well paying jobs, that will positively impact communities around the United States” stated BuildIT’s President Paul Pendergast. “We are honored to collaborate with this amazing organization and those that are laying the groundwork for what is to come in terms of rail, aviation, water, highways and infrastructure for the future” Pendergast added. This event grew the EIP’s voluntary coalition to 92 transit authorities, airports, ports, water districts, engineering, industry associations, and construction firms from across the country – representing hundreds of billions of dollars of power to improve people’s lives. Equity in Infrastructure at BART means partnering with our communities to help build generational wealth by awarding more than half of BART’s contract dollars to minority and women owned businesses. In the next ten years, we project our capital investments will total almost $10 billion. An investment in transit is an investment in the local economy. BART has joined a national coalition to sign the Equity in Infrastructure Project (EIP) pledge committing to increasing contracting opportunities for Historically Underutilized Businesses (HUBs) in the infrastructure sector.
