It is a pivotal moment for Texas. The state needs up to $33 billion in new and upgraded transmission lines, and small businesses and residents could be footing much of the bill. Meanwhile, large industrial users—data centers, oil and gas electrification, and cryptocurrency miners—have driven a 250% surge in electricity demand over the past decade. Yet, under the Four Coincident Peak (4CP) pricing model, they strategically avoid transmission costs, shifting the burden onto smaller consumers. Incentives can kill. The Texas Backup Power Package It seems insane that an incentive for backup power for nursing homes, emergency responders, grocery stores and other critical medical facilities could actually result in death, but it is possible. The reason is that the incentive carrot for backup power might cause organizations to needlessly delay taking action. Delays cost lives. The Texas Backup Power Package program has been widely talked about but won’t be available for registration until this fall. Organizations responsible for our society’s most vulnerable will wait to see if they are eligible, delaying action that should be taken now. If the program was well designed and reasonable, the trade-off would be worth it, since in the end, more facilities would be backed up and more of the at-risk population protected. Unfortunately, the program is not well designed and the costs are not reasonable. The program’s technical parameters have become so over-the-top and unnecessary, that even with the incentive, most organizations cannot afford it. There are simpler and much less expensive ways to provide backup power protection.
