Check out this #LookingAhead2025 blog post from Monalisa Hazarika and Henrique Garbino as they look at non-industrial weapons manufacturing in Manipur, with broader lessons to be drawn on the challenges of address non-industrial manufactured weapons! (Follow the whole series as it develops at (https://lnkd.in/ez-Nd77t)
It's been over a year since the conflict in #Manipur broke out and the steady flow of weapons (both improvised and factory-made) and other contraband is only making it worse. While reported and clustered under ‘long-range mortars’ by local law enforcement, ‘Pumpi gun’ is an umbrella term used to refer to a variety of improvised light weapons, including light cannons, light and medium mortars, and shoulder-fired grenade launchers, owing to their inherently non-standard nature. A recurring find among the weapons seized by security forces from the ongoing violence in the state, their widespread use and novel ways of fabrication underscores a much deeper issue that needs a multilayered policy intervention. Monitoring this conflict over the past year has heightened my concern about how this issue has become ingrained at the community level and the impact these weapons are having on the already complex set of challenges in play. I am pleased to share that my article "Manipur's Pumpi Guns: Why Should We Care About Them" which I co-authored with the amazing Henrique Garbino, is now published as part of the Forum on the Arms Trade's 2025 Looking Ahead Blog series. This piece dives into illicit weapons production, with special reference to "Pumpi Guns", exploring the motivation of non-state actors who view these weapons as symbols of resilience. It was a great privilege to moderate this session "Is the Arms Industry Exempt from Human Rights Due Diligence?" at the Business and Human Rights Forum this morning. It brought together key stakeholder expertise, including Tulia Machado-Helland, James Ninrew Dong, Radhya Al Mutawakel of Mwatana for Human Rights, Rodrigo Pintado (Mexico), and Tara Van Ho in a really interesting and dynamic conversation that reminded us there are ways and means to ensure all industries apply all human rights at all times. Did you miss it? you can watch the playback on UNTV here: Watch here: https://lnkd.in/eQETHtv5 And thanks to PAX, Quaker United Nations Office, T.M.C. Asser Instituut, Global Rights Compliance, Heartland Initiative, Inc. , the American Bar Association Center for Human Rights; and Essex Business and Human Rights Project, University of Essex, and the Working Group on Business and Human Rights for bringing us all together.
