    “What has evolved instead...are ‘informal spaces’ and a ‘makeshift economy’ in which people hustle a living in the absence of formal jobs. The gap between the education and ambitions of millions of young people...has fostered generational frustration and, in some cases, political movements that are challenging failing authorities.” 💡 A thought-provoking new article on African youth and cities from the Financial Times. 🚨 By 2030, 47% of Africans will live in cities. But urban growth isn’t translating to opportunity. Slums outpace infrastructure. Degrees don’t guarantee jobs. Protests erupt as youth demand accountability. ⚡ In the face of these challenges, youth are providing optimism and energy in cities across Africa.     2025 has started with a bang as we have been engaged with the centre of government in Tanzania to provide urgent evidence for its Vision 2050 and long-term planning on national opportunities for inclusive growth. I have been drawing on my notes from last October's Growth Summit and thought that they were worth sharing! This Summit, hosted by Centre for Global Development (CGD), Growth Teams, and Charter Cities Institute aimed to examine why economic growth and structural transformation have been de-prioritised as pillars of development; and sought to identify tangible actions that can deliver on this ambitious and long-term agenda. The summit recognised that while macro-economic stability is important, on its own it is not enough to drive inclusive economic growth at rates to make a real dent in poverty numbers. Speakers such as Stefan Dercon, Vera Songwe and Arvind Subramanian recognised that growth requires economic reform and that this is largely a political choice - which is not always feasible. They acknowledged that renewed emphasis on industrial policy in the global North perhaps provides more leeway for national leaders in the global South to prioritise growth. Speaking on ‘new’ industrial policy, Adnan Khan, highlighted how sector specific investment can and should be utilised to accelerate structural transformation in low-income states, even with inherent challenges like cronyism, by drawing on "pockets of effectiveness", working with reformers and employing a dynamic, adaptive, opportunistic approach. Great examples of this in practice were presented by senior leaders from Peru, Morocco and India, showcasing how both localised cluster type approaches as well as national public-investment and policy-led changes were needed. Key takeaways include: i)              Having a prioritised vision for transformation that can guide civil servants and decision-makers and which is both ambitious and practical. ii)             Enabling small, capable teams to work on specific initiatives in pursuit of this larger vision, with feedback and adaptation as well as authority. iii)           Formal public-private dialogue rarely works – it needs to be focused on solving problems and hence for business leaders to work more informally with technical staff who have a direct link to decision-makers. iv)            There is a need to bring in key parts of government, e.g. Ministry of Finance, PM’s office to provide budget and secure coordination. v)             Creating space for local autonomy can show tangible and immediate impacts, provide an easier route to problem solving and can enable easier public-private coordination. Low Income countries with strong institutional structures and high-level commitment to economic transformation are rare. The lessons from the Growth Summit have strengthened our resolve to support such structures where we can.

In Tamil Nadu, the government has taken steps to remove barriers for firms, resulting in a surge of high-impact investments and hundreds of thousands of formal sector jobs. Here are some impressive examples: 📱 𝗧𝗮𝘁𝗮 𝗘𝗹𝗲𝗰𝘁𝗿𝗼𝗻𝗶𝗰𝘀 is set to hire more than 20,000 people at its iPhone assembly plant, bringing the total to 40,000 employees. 📱 𝗙𝗼𝘅𝗰𝗼𝗻𝗻, the world’s largest contract electronics manufacturer, employs up to 45,000 people at its Tamil Nadu facility during peak periods. 🚗 𝗩𝗶𝗻𝗙𝗮𝘀𝘁, the Vietnamese EV manufacturer, aims to create 10,000 jobs at its new facility. 🚙 𝗧𝗮𝘁𝗮 𝗠𝗼𝘁𝗼𝗿𝘀 and subsidiary 𝗝𝗮𝗴𝘂𝗮𝗿 𝗟𝗮𝗻𝗱 𝗥𝗼𝘃𝗲𝗿 are opening a new vehicle manufacturing plant, expected to create 5,000 jobs. These key firms in global value chains do more than generate jobs–they bring valuable knowhow, catalyzing high-productivity industries like electronics and automotive manufacturing.
