Hopped on the metro today for a quick journey from The George Washington University Law School to visit Professor Carlton Waterhouse's Environmental Law class at Howard University School of Law. Professor Waterhouse delivered an engaging lecture on the foundations of the Clean Air Act in the first half of class. In the second half of class, I delivered my guest lecture, "Climate Change and the Protection of Future Generations: Can the Courts Save the Kids?" I was very impressed with the students' energy and engagement on climate justice and environmental justice issues. It's a privilege to play a role in training the next generation of leaders in these fields here in Washington, D.C. It gives me a big dose of hope in these troubling times. GW Law and Howard Law collaborations on environmental law and justice issues took root this year. Professor Waterhouse was an outstanding panelist on an Environmental Justice panel at the annual Shapiro Environmental Law Symposium at GW Law in March 2024. He also published an excellent article, "Moving Toward Sustainable Environmental Protection and Justice: Lessons From Social Dominance Theory," in the latest issue of The George Washington Journal of Energy & Environmental Law, published in October 2024. International Atomic Energy Agency (IAEA) Director General Rafael Mariano Grossi joined members of the #GeorgetownLaw community on Wednesday, Oct. 23 as part of “Nuclear Safety and Security in an Insecure World,” a three-day workshop co-hosted by Georgetown Law, The George Washington University Law School and American University Washington College of Law in partnership with the IAEA. In his address, “Fulfilling Atoms for Peace from War Zones,” Grossi joined Law Center students, faculty and staff to discuss the legal and regulatory dimensions of nuclear technology in light of geopolitical conflict and other challenges, including the ongoing Russia-Ukraine war and nonproliferation efforts in countries such as North Korea and Iran. “We are at a time when the nuclear nonproliferation regime is under enormous pressure,” Grossi said, noting that the agency is also engaged in work across the spectrum of peaceful applications of nuclear technology, such as nuclear medicine and oncology. “There’s a lot of history being written. The issue is that we are in the middle of it.” Grossi also underscored the importance of dialogue between the IAEA and other groups working at the intersection of nuclear security and international law, including Georgetown Law’s Center on National Security. “[We need] this academic community,” he said. “Working together on these issues has never happened before – we’re breaking new ground.”
