The Harlem Commonwealth Council (HCC) is a 501(c)(3) economic development corporation focused on positive socio-economic change for Harlem, Upper Manhattan, Bronx, and Washington Heights residents. Determined to continually address the root causes of personal and collective poverty in communities served, HCC works tirelessly to ensure the long-term economic self-sufficiency of community residents.
Programs offered through HCC include adult literacy, computer skills training, and youth development. We also oversee the Harlem Entrepreneurial Fund (HEF), a Community Development Financial Institution (CDFI) providing Minority/Women-Owned Business Enterprises (M/WBEs) with microloans and credit repair loans.
HCC also works closely with the NYC Business Solutions Center of Upper Manhattan and Washington Heights to make it easier for Harlem, Upper Manhattan, and Washington Heights residents to start, operate, and grow community-based businesses.
