About us
The mission of the Louisiana Association of Public Charter Schools (LAPCS) is to improve education in Louisiana by supporting, promoting, and advocating for excellent public charter schools. LAPCS is the only statewide entity dedicated to advocating for charter schools at both the state and local levels, providing information to legislators, district officials, and policymakers about the issues that are important to charter schools and organizing the charter school community to support policies that provide charter schools the autonomy and flexibility necessary to successfully educate the children of Louisiana. Founded in 2002, LAPCS is a leader in the state’s extensive effort to improve public school quality. Upon its conception, LAPCS was initially run on a volunteer basis with no formal membership structure or funding. As the charter movement grew, funding was secured to hire its first Executive Director, Caroline Roemer Shirley, in the fall of 2007. Since then, LAPCS has increased membership to more than 90% of all public charter schools in the state.

Today, LAPCS facilitated a tour of Dr. John Ochsner Discovery Health Sciences Academy (DJOD), a Type 1 Corporate Charter School partnered with Ochsner Healthcare. (Whew! That's a mouthful.) Discovery CEO Patty Glaser describes the K-8 school as "a combination of an elementary school and a children's museum," which is spot on. Half of the seats are dedicated to Ochsner employees, and the other half is a lottery system, resulting in a student body that is racially and economically diverse. All it takes is one major life event to derail a high school student, and Louisiana has one of the highest high school dropout rates in the United States. We ranked THIRD highest in 2024, which is why schools like JCFA are so important. JCFA is a nontraditional charter school that provides a learning environment to re-engage and re-connect students who have been unsuccessful in a traditional school system. They collaborate with community agencies, organizations, and institutions to help meet students' needs. Kids are fed meals. There is a nurse and a social worker on staff. If a kid can't come to school because they need childcare, JCFA works to find a solution. If there are situations at home that are hindering a student from attending school, JCFA figures out a way around it. All students—especially those who are at risk—can succeed academically when given the supportive services they need to focus on their academic goals. Academic success is not limited to what is taught in a classroom; it also involves encouraging and including life experiences and hands-on learning to help develop the whole student. LAPCS facilitated a tour of JCFA last week, attended by BESE members Kevin Berken and Dr. Judy Armstrong, Rep. Jacob Landry and his aide Juan Howard, and Rep. Troy Hebert's aide Nicole Giebel. Earlier this week, LAPCS facilitated a tour of Opportunities Academy, a Type 1 charter school authorized by the Orleans Parish School District. Part of what makes OA so special is that it provides an educational space for students ages 18-22 with intellectual and physical disabilities. Because the students are technically adults, they are taught independent living skills, such as taking the city bus to and from school so they can navigate the bus system when they get a job, how to work collaboratively, be punctual at work, and be the kind of employee that people can depend on. Students are given hands-on training in job skills which are widely varied and tailored individually. During our visit, we popped into their in-house coffeehouse which is staffed and managed entirely by students. Later on in our visit, another student delivered our orders to us (the customer service was excellent)! The Opportunities staff educates the whole student by showing them how to advocate for themselves, live independently, and obtain a job. Thank you to State Rep. Delisha Boyd, Rep.
