To promote stability and peaceful coexistence within the Horn of Africa, it is essential to establish the Horn of Africa Economic Community (#HAEC), a regional bloc that is currently missing. This bloc could play a crucial role in fostering economic cooperation, enhancing regional integration, and addressing common challenges faced by the countries in the Horn of Africa. Through the HAEC, member states could collaborate to promote trade, investment, and socio-economic development, ultimately contributing to the region's overall stability and prosperity. The Intergovernmental Authority on Development #IGAD is not and will not be a viable solution for this particular requirement; rather, it should revert to its fundamental purpose as a center for mitigating drought and fostering development. Several members of the Intergovernmental Authority on Development (IGAD), including Kenya, Uganda, Somalia, and South Sudan, are currently affiliated with the East African Community (#EAC Bloc). However, the #HornofAfrica region faces obstacles in its engagement within its Bloc. It is imperative for #TheHorn countries to progress collectively. #HAEC.

These actions highlight the ongoing efforts to mitigate threats posed by Houthi forces in the region and maintain the security of vital shipping lanes. Impact on Shipping Routes: Rumors have surfaced about MSC halting cargo acceptance to Djibouti, with evidence now suggesting cancellations of bookings. The MSC scheduling tool shows limited future calls to Djibouti, indicating potential service disruptions. This development could signify a strategic win for Houthi forces by effectively disrupting shipping flows and impacting importers and exporters in Ethiopia. #Potential Role of Somaliland and Berbera Port: Strategic Context: With MSC potentially suspending cargo to Djibouti, Somaliland’s Berbera port emerges as a critical alternative for Ethiopia, a landlocked country heavily reliant on Djibouti for its maritime trade. The strategic location of Berbera on the Gulf of Aden makes it a viable transshipment hub. Berbera Port Capabilities: Berbera port has seen significant investments and upgrades, notably by DP World, enhancing its capacity and efficiency. The port now boasts modern facilities capable of handling substantial cargo volumes, which positions it as a competitive alternative to Djibouti. Transshipment Potential: Berbera can serve as a transshipment hub for Ethiopia through the following means: - Enhanced Connectivity:Improving road and rail links between Berbera and Ethiopia to ensure seamless cargo movement. - Customs and Trade Facilitation: Streamlining customs procedures to reduce transit times and costs. - Capacity Expansion: Further investments in port infrastructure to accommodate increased cargo volumes. - Security and Stability: Leveraging Somaliland's relative political stability to provide a secure environment for shipping operations. Challenges and Considerations: - Infrastructure Development: Continued enhancement of logistics and transportation infrastructure is crucial. - Political and Diplomatic Relations: Strengthening bilateral ties between Somaliland and Ethiopia to facilitate trade agreements and cooperation. - Market Perception:Building trust and demonstrating reliability to international shipping lines and stakeholders. Conclusion: Berbera port presents a strategic opportunity for Somaliland to become a key player in regional trade, particularly as an alternative transshipment hub for Ethiopia amidst disruptions in Djibouti. By addressing infrastructure and diplomatic challenges, Berbera can significantly contribute to regional economic stability and growth.
