About us
The Higher Education Services Corporation (HESC) is a state agency in New York, United States that was created to help make higher education more accessible and affordable for New York residents. HESC provides 28 financial aid programs and services, including grants, scholarships, loans, and work-study opportunities, to help students and families pay for college. In addition to providing financial aid, HESC also offers other services to support students and families throughout the college planning and application process. This includes providing information about colleges and universities, advising students on their college choices, and offering tools and resources to help students and families plan and pay for college. HESC is also responsible for administering the New York State Tuition Assistance Program (TAP), which is the largest state-based grant program in the country, providing billions of dollars in assistance to New York residents each year. Overall, HESC plays an important role in helping New York residents access and afford higher education.

You're Hired! Governor Kathy Hochul launched a new “You’re Hired” initiative to recruit talented public sector workers into State service. This initiative comes as the new federal administration utilizes the so-called Department of Government Efficiency, or DOGE, to lay off thousands of highly-qualified workers in the federal government. “The federal government might say, ‘You’re fired,’ but here in New York, we say, ‘You’re hired.’ In fact, we love federal workers,” Governor Hochul said. “Whatever your skills, we value public service. Feliz Día de la Independencia Dominicana! Happy Dominican Independence Day! I am proud of my heritage and proud to be an immigrant to this country! My siblings and I arrived 60 years ago on a Pan Am flight, reuniting with our parents on a cold December night, landing in our new home in East Elmhurst, Queens. Full circle moment: Queens Borough President Donovan Richards honored a group of us with a citation of honor at a festive celebration of Dominican independence! Best part of the evening? None other than HESC President Dr Guillermo Linares who took time on a snowy evening to attend the event! LIM students Crystal Lake and Coleen Burke are part of the LIM delegation meeting with legislators in Albany today, advocating for the expansion of TAP funding in next year's New York State budget. As members of the Association of Proprietary Colleges' Student Leadership Council, Crystal and Coleen's activities have included meeting with Assemblyman Al Taylor of Upper Manhattan, as well as Guillermo Linares, President of the New York State Higher Education Services Corporation (HESC).
