Pennsylvania’s direct care workers and nurses make up the largest portion of the home care workforce yet were completely left out of the Governor’s budget. These caregivers provide essential, life-saving care to aging and medically complex individuals. Without urgent investment, our home care system is at risk. Did you know? -90% of aging individuals prefer to receive care at home. -By 2030, 1 in 3 Pennsylvanians will be over the age of 65 -PA faces a serious shortage of home care workers due to low wages and funding gaps. -Investing in our home care workforce means supporting our most vulnerable. This week, Governor Josh Shapiro delivered his annual budget proposal. While he briefly mentioned home care, his plan ignores more than 270,000 direct care workers who provide Personal Assistance Services through home care agencies, as well as thousands of nurses who deliver critical shift nursing to medically complex children and adults. Pennsylvania is in a home care workforce crisis—this budget does nothing to fix it: • 112,500 home care shifts go unfilled every month due to unacceptably low reimbursement rates, making it harder to maintain a stable workforce. • Nearly 30% of pediatric home nursing visits are missed as home-based nurses and direct care workers leave the industry for better pay. By failing to invest in the largest segment of the home care workforce, this proposal worsens the workforce shortage, disrupts continuity of care, and ignores the root of the crisis. As budget negotiations continue, Pennsylvania must prioritize fixing this glaring omission and supporting ALL caregivers across the Commonwealth.
