Project Navigator, Ltd., an operating company on the Verdantas platform, works with oil and gas, utility, mining and other industrial clients to right-size the scope, mitigate costs and risks for large, often complex, environmental remediation projects and their associated liabilities. Our key contributions include: • Working directly with each clients' project managers to formulate strategies for defining and optimizing environmental/remedial solutions. • Managing and coordinating all functions required to tactically implement those solutions at appropriate costs and schedules. • Activities range from sites’ assessments to remedy design, construction management to long-term OM&M stewardship. • Collaborating with sister company PVNavigtor, LLC to develop photovoltaic (PV) solar installations on environmentally impacted sites.

Flashback Friday: Milliken Landfill PV Solar Project, Ontario, CA Project Navigator, Ltd. (PNL) and its sister company, PVNavigator, LLC (PVN), originated, permitted, designed, financed and installed a 3.1 MW self-ballasted PV installation on the engineered cap of San Bernardino County’s Milliken Landfill. Power offtake and sales is via 25-year Power Purchase Agreement with SoCal Edison. Permitting and design took 2 years, with a 9-month construction program in 2016. PVN-Management LLC has subsequently sold the facility to Nexamp. #pnl #verdantas #pvinstallation #projectmanagement

Flashback Friday Project Navigator, Ltd. (PNL) is the Project Coordinator for the Tex Tin Superfund Site in Texas City, Texas, a 140-acre former tin and copper smelter. Tex Tin hosted the only tin smelter operating in the US during WWII. PNL managed the RD/RA, which included demolition of dilapidated buildings, lab pack, treatment of a 6-acre pond with 2 pH, 25 acres of pond closure, cap and cover 80 acres of impacted soils, construction of a radioactive material landfill, installation of a 50-foot deep, 3000-foot-long slurry wall, construction of 3 RCRA-equivalent landfills, and installation of a phytoremediation system for hydraulic control. Sale of the site was concluded in 2005 to developers after receiving an EPA “Ready for Reuse” Determination. The site was redeveloped as a petroleum product terminal and as a support facility for the Texas City refinery complex. PNL continues to manage the project, coordinating O&M activities on behalf of the site settling parties. To ensure compliance with the site standards and to maintain the integrity of the remedy, PNL has provided oversight for subsequent site infrastructure work that require coordination with the PRP group, EPA, the site owners and the companies performing the work. 🌍 Project Spotlight: Malone Superfund Site 🌍 Prior to joining Verdantas, Project Navigator, Ltd. - A Verdantas Company served as the Project Coordinator, Construction Manager, Operation and Maintenance (O&M) Manager, and overall technical manager for the PRP group at this large, complex Superfund Site. The Malone Service Company Superfund Site is a 150-acre former oil and chemical recycling and waste disposal facility in Texas City, TX. The EPA-selected remedy involved installing 3,200 feet of bentonite slurry wall, demolishing tanks and buildings, solidifying over 260,000 cubic yards of oily sludge, and excavating over 175,000 cubic yards of impacted soil. This material was then placed and compacted into an on-site constructed 30-acre RCRA Subtitle C equivalent cell and cover. At Verdantas, we continue to support the PRP group by managing essential technical tasks and O&M services, including cap maintenance, leachate removal and disposal, groundwater and stormwater monitoring, and comprehensive agency reporting. 🔗 Learn more about our work at this complex Superfund Site and the project experience the PNL team brings to Verdantas: https://lnkd.in/gUHk5sPc

Project Navigator, Ltd. continues to perform as the Independent Review Panel (IRP) Manager for PG&E’s Cr(VI) Groundwater Remediation Program in Hinkley, CA (made famous by the film “Erin Brockovich”). One of PNL’s roles is to facilitate discussions among PG&E, the CA Regional Water Quality Control Board and Hinkley residents. Led by Dr. Raudel Sanchez, the IRP Manager team’s outreach efforts help improve community technical understanding and thereby building trust regarding such matters as plume(s) definition and remedial activities. The project still generates media interest with, recently, Dr. Raudel Sanchez being interviewed by Pulitzer Prize winning, Washington Post reporter Silvia Foster-Frau. A recent focus of Silvia’s reporting has been on lead impacts to drinking water.

Progress Towards Remedial Construction at the Ascon Landfill, Huntington Beach, CA Remediation construction activities have been paused at the Ascon Landfill since 2019. However, onsite remediation activities are poised to recommence in Q4, 2024 in the wake of two actions by DTSC; namely holding a Community Meeting (https://lnkd.in/gnTJeqM9) and approving the Ascon Site Remediation Team’s “Restart Workplan” (https://lnkd.in/g8VkhaFt).

Project Navigator, Ltd. & PVNavigator, LLC presented on PV solar development at the American Planning Association’s 2024 Conference held in Riverside, California The presentation, to an audience of land use and planning professionals from Cities, Counties and public entities such as Caltrans, focused on how to originate, plan, permit, design, finance and build PV solar installations on closed landfill sites. USGS Releases Long Awaited & Anticipated Chromium-VI (Cr-6) Background Study Report for the Hinkley Valley, California: Useful in the Mapping of PG&E’s Historical Cr-6 Release to Groundwater. Debate over the lateral extent of PG&E’s Cr-6 groundwater impacts in Hinkley have occurred for over 20 years. Project Navigator, Ltd. was consensually retained by the Hinkley Community Advisory Committee, PG&E and the California Regional Water Quality Control Board (RWQCB) over 10 years ago to perform in the role of an Independent Review Program (IRP) Manager with two main objectives: 1. Understand the technical aspects of PG&E’s remediation project and 2. Communicate and report our observations, especially on behalf of the Hinkley Community. That is, build “trust.” USGS was retained in 2015 in an arrangement between PG&E and RWQCB to perform an exhaustive study comparing the lateral extents of background (natural) Cr-6 and anthropogenic Cr-6; i.e. that released to groundwater, via cooling water disposal, by PG&E during the timeframe 1952 to 1964. A technical working group (TWG) was formed, which PNL as the IRP, actively participated in. The TWG consisted of the IRP Manager, PG&E, Water Board, USGS and Hinkley community members. USGS released the Background Study’s final report on April 25, 2023, which includes the following takeaways: - The purpose of the study was to establish scientifically defensible estimates of naturally occurring Cr-6 in Hinkley. - The study took over ten years to complete and included developing the scope of work, contracting, stakeholder engagement, field work and report preparation. - The study was divided into four subareas to incorporate the different geological features of the Hinkley Valley. - A Summative Scale Analysis (SAS) approach was utilized to delineate the extent of PG&E plume. See map below showing the SAS plume boundary and background numbers. - The majority of PG&E plume was identified in the eastern sub-area and the estimated background Cr-6 concentration is 2.6 parts per billion (ppb). The results of the USGS Background Study will be used by the Water Board to determine the final remedial target as part of the revised Cleanup and Abatement Order.
