About us
Led by Arizona State University, the Southwest Advanced Prototyping Hub (SWAP Hub) is one of eight regional innovation hubs established under the Department of Defense’s Microelectronics Commons, a national strategic initiative to accelerate the development and production of microelectronics technologies that are critical to U.S. security and defense. Funded by a $39.8 million initial DoD investment, the SWAP Hub is one of the first awards under the CHIPS and Science Act of 2022, which aims to revitalize American semiconductor manufacturing capacity and competitiveness. As the SWAP Hub lead, Arizona State University leverages its ability to convene and engage with stakeholders across diverse sectors. The SWAP Hub’s 160+ regional and national partners work together to accelerate the lab-to-fab transition between research, development and production, and collaborate to build the microelectronics workforce of the future through development of curriculum, learning opportunities and job pathways. ASU coordinates Hub activities and develops the human, physical and digital capabilities of its partners to maximize value to the DoD and advance national security priorities around microelectronics.

Capability lead feature: Dr. Matthew Marinella Dr. Matthew Marinella, associate professor at Arizona State University’s School of School of Electrical, Computer and Energy Engineering — ASU ECEE, is making a significant impact in semiconductor technology as a key contributor to the Southwest Advanced Prototyping (SWAP) Hub. As co-lead for rad-hard CMOS+X integration, Dr. Marinella is driving advancements in radiation-hardened electronics through the development of the CMOS Discovery Platform—a groundbreaking system that enables researchers to characterize and integrate devices under both baseline and radiation environments. This platform facilitates array-scale characterization, paving the way for cutting-edge progress in heterogeneously integrated electronics. Before joining ASU, Dr. Marinella dedicated over a decade to Sandia National Laboratories, where he led major initiatives such as the Secure, Efficient, Extreme Environment Computing (SEEEC) Grand Challenge and the Nonvolatile Memory Technology Development Program. With 100+ peer-reviewed publications and over 3,600 citations, he is an industry-recognized leader in next-generation computing, neuromorphic technologies, and low-power electronics. Beyond research, Dr. Marinella actively shapes industry and government priorities, serving on the SRC Decadal Plan Executive Committee and chairing the Emerging Memory Devices Section for the IRDS Roadmap Beyond CMOS Chapter.
