How can we bridge the $4 trillion gap in development finance? Many governments struggle to fund essential services, often spending more on external debt than on health or education. As countries prepare for the 𝐅𝐨𝐮𝐫𝐭𝐡 𝐅𝐢𝐧𝐚𝐧𝐜𝐢𝐧𝐠 𝐟𝐨𝐫 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐂𝐨𝐧𝐟𝐞𝐫𝐞𝐧𝐜𝐞 (#FFD4), TAI’s Michael Jarvis explores why investment in equitable domestic revenue mobilization (#DRM) is a crucial solution—and why current funding is falling short. Donor support for DRM remains limited, with most funding directed at government technical assistance rather than broader fiscal accountability efforts. ‼️ New piece from Michael Jarvis: Despite decades of international development efforts, many governments still spend more on external debt payments than on health or education. With a $4 trillion financing gap to meet the Sustainable Development Goals, cuts in official development assistance (ODA) are not the solution. This is why the upcoming #FourthFinancingforDevelopmentConference (#FFD4) in Spain is critical. Governments will set the financing agenda for the next decade, and one of the most promising opportunities lies in equitable domestic revenue mobilization (DRM)—ensuring countries can generate their own resources fairly and effectively. At the recent 3rd Preparatory Committee meeting for FFD4 in New York, TAI partnered with The Gambia’s Permanent Mission to the United Nations, Norad - Norwegian Agency for Development Cooperation, and the Addis Tax Initiative (ATI) to emphasize why investing in fair and effective tax systems is money well spent. Strong tax systems not only raise funds for climate and development action but also build accountable fiscal systems—fundamental for democratic societies and sustainable growth. 🔹 Yet, the donor community is falling short. - In 2021, just $574.4M of ODA (out of $185.9B) supported DRM efforts. - Support for civil society, parliaments, and oversight bodies remains vastly underfunded—despite their crucial role in ensuring tax systems work effectively and fairly. - Tax justice-specific commitments have totaled only $55M over the past five years—a drop in the ocean compared to global financing needs. However, investments in tax yield high returns. The Tax Inspectors Without Borders (TIWB) program has already helped countries assess over $6 billion in additional tax revenue by strengthening audit capacity. The 2015 Addis Ababa Financing for Development Conference brought a landmark commitment to double DRM support by 2020. While this made a difference, it started from a very low base. More ambition is needed today. 🚀 Let’s commit to doubling DRM support again—this time for the next decade.
