Sparked by a tragedy in 2015 when a Berkeley apartment complex balcony collapsed killing 6 students, an investigation found dry rot damage and delayed maintenance was the culprit. This spurred California law makers to pass the SB 721- a statewide law requiring buildings with 3 or more multi-family dwelling units to ensure owners provide a qualified professional to inspect their balconies.
