X-RISK-CC project

Congratulations to our partner Center for Climate Change and Transformation – Eurac Research for another successful event, which included, among other things, exploring how risk management for extreme events can be integrated into climate adaptation planning.

Yet another tragic reminder of Europe’s vulnerability and unpreparedness in the face of climate change. The recent devastating floods in Valencia, Spain, have left over 200 people affected, with heartbreaking losses. This disaster highlights a troubling mix of poor planning, delayed information, and a lack of community preparedness for increasingly frequent extreme weather events. In Valencia, there were scenes of individuals putting their lives at risk to save property, including people trapped in garages while attempting to rescue their cars. Many were stranded in vehicles as they tried to return home, and tragically, six elderly residents lost their lives when floodwaters inundated their care facility. These events underscore two critical issues: on one hand, a gap in effective planning and emergency communication by officials, and on the other, a societal disbelief that such extreme weather can strike regions unaccustomed to severe rainfall. But as climate change accelerates, we must recognize that no region is immune. Extreme events can, and will, happen anywhere – even in areas where such events were once rare. This is why the X-RISK-CC project is so vital. We’re working to enhance cross-border cooperation, improve climate risk communication, and engage communities in preparedness efforts across Europe. By fostering collaboration between countries X-RISK-CC aims to build resilience and readiness in the face of a changing climate. 🤝 On 9th and 10th October 2024, the Razvojna agencija Sora and Slovenian Environment Agency hosted the 4th project partner meeting of X-RISK-CC project in Škofja Loka, Slovenia. 💧 The meeting was a great opportunity to highlight the importance of addressing flood issues and the need for effective management and flood prevention measures. The meeting was also a chance to stress the need for cooperation at all levels, from local to national, to transnational level. After a workshop in early 2024, a second meeting was held with the Arly catchment area and Alpine Pole for Natural Risk Prevention (PARN) to discuss new recommendations regarding future concurrent risks. The Arly catchment area aims to join the GIRN (Integrated Natural Risk Management) initiative, led by PARN, to improve their risk management system in the face of climate change. A regional event allowed them to explain their decision to institutional and financial partners as well as other local authorities that may be concerned with extreme weather conditions. A workshop planned for late 2024 will clarify future risks expected by 2040 through scenario planning.

📢Major international drought conference seeks to increase resilience. 💡Our partner Slovenian Environment Agency, which is responsible for the Drought Management Center for Southeastern Europe, participated in the "Drought Resilience +10" conference held at the headquarters of the World Meteorological Organization in Geneva. Our last project meeting in Slovenia had a field-oriented focus. 🪨🥾 Accompanied by the civil protection commander of the Municipality of Škofja Loka, we toured the flood-prone areas of the region. He shared insights into the history of flooding in the area and the challenges posed by the torrential nature of the local watercourses. ☝️ ⚠️ A colleague from the Slovenian Environment Agency introduced the "High Water Mark" initiative, highlighting the importance of engaging with local communities in flood risk awareness. 💦 ♒ The meeting concluded with a visit to Železniki, where representatives from the Slovenian Water Agency, project designers, and the construction site manager gave an overview of the flood protection project. Straight out of summer, we were suddenly confronted by a very wet and cold autumn. The transition was abrupt and intense, with temperatures dropping by as much as 20 degrees celsius in many areas. Nature continues to remind us of its immense power and unpredictability. This month, central Europe has been struck by Storm Boris, leaving a devastating trail across multiple countries. Romania, Austria, Czech Republic, and Poland are among the hardest hit, with severe floods, loss of lives, and extensive damage to infrastructure. These extreme weather events are becoming more frequent and severe each year, signaling that we are entering an era of heightened climate risk. In light of these challenges, the X-RISK-CC project is critically important. It focuses on mitigating the impacts of extreme weather events like those we've seen recently by improving forecasting systems and enhancing cross-border cooperation. Through cutting-edge climate risk communication and a focus on community preparedness, X-RISK-CC aims to reduce the vulnerability of Alpine regions and Central Europe to future natural disasters. As the situation in Central Europe shows, such initiatives are essential in responding to the growing climate crisis. Encouraging News from Austria! Between September 9 and October 5, 2024, Austria will be conducting a test of its public alert system via SMS notifications. It is possible that mobile phone users located in border areas could also receive these test messages. On October 5, between 12:00 and 12:45, the testing will include both sirens and SMS alerts. This initiative is an important step towards improving early warning systems for residents in the region, ensuring timely communication in the event of emergencies. #PublicSafety #EmergencyAlert #Austria
