A New Report Finds Boeing's Rockets Are Built With an Unqualified Work Force: Slashdot reader echo123 shared this report from Ars Technica: The NASA program to develop a new upper stage for the Space Launch System rocket is seven years behind schedule and significantly over budget, a new report from the space agency's inspector general finds. However, beyond these headline numbers, there is also some eye-opening information about the project's prime contractor, Boeing, and its poor quality control practices... "We found an array of issues that could hinder SLS Block 1B's readiness for Artemis IV including Boeing's inadequate quality management system, escalating costs and schedules, and inadequate visibility into the Block 1B's projected costs," states the report, signed by NASA's deputy inspector general, George A. Scott. There are some surprising details in the report about Boeing's quality control practices at the Michoud Assembly Facility in southern Louisiana, where the Exploration Upper Stage is being manufactured. Federal observers have issued a striking number of "Corrective Action Requests" to Boeing. "According to Safety and Mission Assurance officials at NASA and DCMA officials at Michoud, Boeing's quality control issues are largely caused by its workforce having insufficient aerospace production experience," the report states. "The lack of a trained and qualified workforce increases the risk that the contractor will continue to manufacture parts and components that do not adhere to NASA requirements and industry standards." This lack of a qualified workforce has resulted in significant program delays and increased costs. According to the new report, "unsatisfactory" welding operations resulted in propellant tanks that did not meet specifications, which directly led to a seven-month delay in the program. Sources report that the internal NASA Planning, Programming, Budgeting, and Execution (PPBE) process has included discussion of a possible RIF in FY 2025. The budget is that bad folks. Stay tuned. Maybe Senator Administrator Bill Nelson can enlighten everyone as to how bad the NASA budget situation really is. NASA is not going to be doing a robust Artemis program or MSR or many of other big new things it wants to do in a budget environment with RIFs. RIFs can be brutal, pit one employee against another, decimate morale, and prompt people to find a more secure job.

This week Puget Sound Energy (PSE), Washington’s largest utility, announced a new plan for disconnecting customers who are behind on their utility bills. This move threatens power, heat, and, air conditioning for tens of thousands of low-income families who have enjoyed protections from disconnections since late 2022, and it will increase the number of customer disconnections for non-payment to levels not seen since before the COVID-19 pandemic. PSE brought a request to the Washington Utilities and Transportation Commission in August of 2023 to break an existing agreement with anti-poverty and environmental justice groups. This request aimed to allow PSE to expand efforts to turn off gas and electricity to residential customers who have past-due bills.   Washington State Community Action Partnership (WSCAP), Front and Centered, NW Energy Coalition, and the Sierra Club Washington State advised the Commission to keep disconnection protection in place for customers enrolled in bill discount or bill assistance programs, customers in highly impacted or overburdened communities, and customers who declare a situation where disconnection would put their health or housing at risk. Such customers include homebound and medically fragile seniors and families with small children. Unfortunately, the Commission approved the request, allowing PSE to resume sending disconnection notices to customers who have high past-due balances of 90 days or more and gradually moving to customers owing as little as $250. Tens of thousands of vulnerable and low-income households, previously protected from utility disconnections during and after the pandemic, are now at risk of losing access to power and heat.   “By granting PSE's request to walk back its commitment and shut off power for customers who are behind on their utility bills, regardless of whether they are known to be low income and struggling, this Commission missed an opportunity to act on equity rather than just talk about it,” said Mariel Thuraisingham, Clean Energy Policy Lead for Front and Centered.

This includes living and working for a prolonged period in a microgravity environment in an orbiting space station or on the surface of a celestial body with the possibility of engaging in extravehicular activities (i.e. spacewalks). Human spaceflight support requires an understanding of hyperbaric and hypobaric medicine and barometric factors have contributed to a number of spaceflight events that resulted in lessons learned through either a near miss or a catastrophic event. As commercial companies develop space suits, perform EVAs on their missions, and build space stations, understanding the historical lessons learned and looking towards the future opportunities is vital in creating safe industry practices.
