In 2024, civilian access and use of ballistic shields mirrors in many ways the broader history of public body armor availability. - While body armor was not long ago exclusively available to military and law enforcement personnel, public and community perspectives have changed. He highlights that many officers, especially those in smaller and rural agencies, often need to supply their own equipment, making the availability of reliable personal defense gear crucial. While agencies may provide basic ballistic vests, rifle-rated plates and carriers tend to be less common and more universal in size, often necessitating officers to acquire their own for added protection against rifle threats. Rice shares his personal experience with the Fortis Level III+/RF1 Multi-Curve Loadout, comprising two level III+ plates and the Fortis Alpha Carrier. He appreciates the plates' lighter weight, at around half of what level IV plates weigh, without severely compromising protection. Also discussed is the MAAP

"What if?" It's not just a useful exercise, it's a window into the infinite possible paths events may lead. One of the things that made the Marvel Entertainment series so captivating was that it took readers through that window to explore "what might have been" and "what might yet come to be." What if Spider-Man had kept his six arms? What if Magneto became a force for good? What if Captain America were revived today? The fact that those old comics translated so well to modern audiences is telling "What if?" is a powerful tool for scenario planning, for exploring all of the possible contingencies one might face. The further you open that window, the clearer your vision of the future becomes.

Tony Vacha - interesting article and look at the problem. I might have a different view of it all though - kind of a reverse angle. The NG is now so often used for so many things as a Federal force... and at odds with its State duties - that we will eventually hit a wall when it is needed for both and Federal wins out at a time when the threat level at home is through the roof. Short of that - your right - no way states and territories are letting it happen. But what is instead of the whole - we shifted the old after cold war rice bowls to reflect what should be a Title 10 force and what should be a Title 32. We know well which units are so often called on and in demand... place them all in the Title 10 and place all the other units into the NG.
