Connecticut’s Recycling Regulation: A Call for Change. The current recycling regulation in Connecticut requires municipalities and third-party providers to report contaminated recyclable loads. However, this regulation has several weaknesses. The thresholds for reporting contamination are easily exceeded, and the reporting process is burdensome. Visual inspections are insufficient to detect contamination, and the ban on plastic bags has not adequately addressed the issue. Single-stream recycling, while convenient, leads to contamination, and the downstream process is a significant problem. Common contaminants include trash, trash bags, plastic, and styrofoam, which incur a fee rate of $128.75. This regulation fails to address the root causes of contamination and lacks effective enforcement mechanisms. Various waste streams are delivered to waste facilities that merely represent a cost to local governments/organisations for recycling/landfill. We are working with a few local authorities, and it is amazing that once a private company approaches a council to say take their tyres away for free then the council thinks “Oh they must be of value let's charge them for it”. This is such a greedy approach. In some instances the private company then says “no thanks” and the waste goes back to being a cost. If you are a council developing a realistic, practical, and easy-to-apply EOI document is the first step in explaining what you would like to do. Having said here is the real difference…. EOIs are useless if the process doesn’t go to a Request for Proposal / Tender. The private gets annoyed big time! As they get tired and more tired and eventually they lose confidence in your process (organisation). We are working with a few local councils on this topic. A whiteboard is a key asset! We have recently completed an internal waste audit for a local authority. The background to the project was that the organisation has a Waste Reduction and Recycling Plan that outlines the community, residential and business waste goals and action plans (I'm sure you have seen many of these). However, their internal waste practices weren’t always the best. We even found that some of the recyclable (yellow bin) waste that was collected inside the office was being deposited into the large domestic bins. Nevertheless, the Harbak and council team has identified some easy wins (that have already been implemented) for the organisation. Some existing practices were very expensive with little gain whilst others cost almost zero and had a great impacts Key findings are good messaging, easy to use, good contract management and working with the staff and waste collection contract….. From 31st March 2025, under the Government’s new Simpler Recycling regulations, schools, hospitals and businesses with 10 or more full-time equivalent employees are required to separate dry mixed recyclables, glass, and food from their general waste. Businesses with fewer that 10 employees (FTE) have until March 2027 to comply. 🔸 What are your responsibilities? It is your responsibility as the waste producer to identify if you produce any of the affected waste streams. You must ensure a separate collection service is introduced and that your Annual Duty of Care document reflects the separated waste streams. Why is it that with the increase in the population of the planet and the increase in waste during the years of human life, the full use of waste has not been directed towards human development? Many people still do not understand the importance of recycling and separation of waste or do not know how to use waste. Public awareness and education is important to provide to people. Some recycling and waste separation methods have high costs and require investment and strong infrastructure. Some countries and regions are unable to establish proper recycling systems due to financial constraints. Some wastes cannot be easily recycled due to their specific characteristics and require more advanced technologies. In some cases, appropriate technologies for waste recycling have not yet been developed. The lack of strict laws and effective policies for waste management can reduce people's desire to recycle. Appropriate policies and laws should be developed to encourage this operation. Waste management requires cooperation between government, industry and society.
