Dr. @Binyam Desta, JSI Ethiopia Country Director, a panelist on Ethiopia’s primary health care (PHC) at the recently held MOH’s Annual Health Sector Review Meeting (ARM), underscored the need for greater PHC investment from all stakeholders; along with efforts to raise awareness about accessible, high-quality PHC. He highlighted the economic benefits of PHC investment, especially in addressing Ethiopia’s triple burden of disease and called for increased budget allocations through fiscal space analysis, more private sector involvement, and stronger community engagement. Engaged communities, he noted, are more likely to support local health initiatives and advocate for additional resources. Reflecting on Health Extension Program (HEP) optimization, Dr. Binyam also emphasized the need to tackle health sector inefficiencies with innovative solutions and to strengthen woreda health offices in effectively advocating for expanded budgets to scale up PHC nationwide. The Health and Development Partnership for Africa and the Caribbean ( HeDPAC) seeks to herald in a new global order in public health where health equity is front and center.   The burden of the COVID-19 pandemic fell most heavily on developing countries, whose lack of equitable access to vaccines was criticized by the Director-General of the World Health Organization, Dr Tedros Adhanom Ghebreyesus as a “catastrophic morale failure”.   The inequities of the pandemic exposed the weaknesses in health systems in the Global South. By strengthening #SouthSouthpartnerships the initiative aims to build health systems that are resilient in the face of pressing health challenges and emerging health threats.   Launched in December last year, the initiative was welcomed at the ministerial networking dinner, I moderated on the sidelines of the World Health Assembly this week.   “ HeDPAC offers a powerful model for sharing knowledge, expertise and resources”, said the World Health Organization Director- General, Dr Tedros Adhanom Ghebreyesus.   Africa and the Caribbean region share many of the same health challenges – a drain of health workers to western countries, notably Australia, Canada and Britain, and a lack of local medical manufacturing capacity.   “Members of the Caribbean Community have prioritized building our manufacturing capacity post COVID-19”, said the Assistant Secretary General of the CARICOM: Caribbean Community Secretariat, Alison Drayton. We would have faced a significant challenge without the help of some African countries. When the South swings together, we achieve our wildest dreams.”   Rwanda has set a target of quadrupling its health workforce over the next 4 years. The Minister of Health, Dr Sabin Nsanzimana told the assembled health ministers that “as we speak, a group of Cuban doctors has landed in Rwanda today to support our 4 by 4 health worker initiative.”   More than 10,000 African and 3,000 Caribbean health professionals have graduated from Cuba’s medical university. “No nation can tackle major health emergencies alone”, said the Minister of Public Health, Dr José Angel Portal Miranda, adding that “cooperation is key.”   The HeDPAC initiative aims to align with existing national and regional plans and promote cooperation across regions.   “We are here to catalyze partnerships and to amplify the best practices and voices of the Global South so that we find smart health solutions to pressing health challenges.”, said @HeDPAC CEO, Dr Haileyesus Getahun.

With a shared dedication to driving positive change and improving healthcare outcomes across Africa our Executive Chairman, Dr Amit N. Thakker, Dr. Mwiti Makathimo., Racey Muchilwa from Novartis convened at the Africa CEO Forum, and engaged in discussions aimed at advancing healthcare initiatives across the continent. The discussions were focused on: 1. Exploring robust partnerships in stakeholder engagements, emphasizing collaboration's pivotal role in enhancing healthcare accessibility and efficacy. 2. The significance of digital health solutions, recognizing their potential to strengthen Africa's healthcare infrastructure significantly. 3. The importance of advocating for blood-related health issues in Africa, emphasizing the need for collective action to increase access to safe and adequate blood supply within Africa.

Sharing an update on the ongoing research project, Process Evaluation of the PhilHealth Konsulta Package. This study focuses on evaluating the rollout of the Konsulta Package, which aims to enhance access to primary healthcare services in the Philippines. By examining the implementation process, the evaluation will identify operational challenges, issues related to provider accreditation, utilization rates, and best practices that can inform future healthcare initiatives. The research team includes Dr. Marites M. Tiongco (Tess), Project Lead Investigator; Dr. Zaldy Collado and Dr. Albert Lamberte, Ph.D., Co-Investigators; Dr. Pilar “Lalay” Jimenez, Dr. Jeriel Silos, and Mr. Bernardo ll Cielo, Evaluators; and Ms. Joanna Cayton LPT, MED, Project Manager. This project is funded by UNDP, reflecting a commitment to advancing universal health coverage in the country. I was honored to represent Tanzania Health Summit at the Quality Partners Forum hosted by SafeCare under PharmAccess in Nairobi. Engaging in deep discussions on “Transforming Quality Service Delivery at Scale through Public-Private Partnerships”, moderated by Prof. Khama Rogo, left me with a clear conviction that Quality is cheaper, but poor quality is expensive. Key takeaways; 1. Quality is not a project; it’s an everyday practice, built into each system block and adapted to our unique contexts. 2. Access and quality are inseparable. It’s not enough to offer access; we must ensure it’s to quality care. 3. Quality of care is “Utu” – humanity in action. We interrogated ourselves questions that pushed us to dig deep: Where does quality truly reside? Who owns it? Is quality too costly? These reflections remind us that shifting the narrative means empowering “Wananchi” to demand quality, because that’s where true change begins. Tanzania Health Summit, quality of care is at our core agenda. It’s about creating sustainable systems that serve our people with integrity and humanity. Today sees the launch of 'Tracking delivery on the Lusaka Agenda', a Center for Global Development policy paper, co-written by ReBUILD’s Professor Sophie Witter and CGD's Pete Baker. Prof Witter said: “The Lusaka Agenda provides a foundation for coordinated action to support key shifts for the long-term evolution of Global Health Initiatives to most effectively support integrated national health systems and Universal Health Coverage.
