Hungary Expects a Decision on Schengen Land Border Accession for Bulgaria & Romania by the End of This Year https://ift.tt/LmdEyu5 Hungary’s Deputy Minister of the Interior, Bence Retvari, has highlighted the importance of including Bulgaria and Romania in the Schengen Zone, in terms of land borders, by the end of this year. Hungary is holding the rotating Presidency of the Council of the EU, which began on July 1, 2024, and will last until the end of this year, Schengen.News reports. The Minister emphasized the importance of keeping the issue of Schengen accession for these two Balkan countries on the EU Council agenda while adding that unnecessary delays should be avoided in order to reach a resolution. During a press conference held in Budapest, Retvari called on the EU member countries to deploy additional resources to support Bulgaria and Greece in securing their external borders. The minister also highlighted concerns related to challenges that these two countries are subject to, among them managing migrant flows while noting incidents where migrants have been non-compliant and hostile towards border authorities. The Deputy Minister called on the EU to enhance security measures across all external borders, while emphasizing that not doing so could lead to a re-establishment of internal European borders, potentially disrupting the internal market. Retvari also highlighted the necessity of solidarity among member states in better-managing migration situations. Migrants arriving at the EU’s southern borders do not seek to obey the law, often attacking border guards. They do not respect the EU, they do not cooperate with the authorities. Land Border Accession for Bulgaria & Romania Among Main Priorities of Hungarian EU Presidency Last month, the Hungarian Ambassador to the EU, Balint Odor,  said that the abolishment of land borders for Bulgaria and Romania will be among the top priorities of Hungary once it begins holding the rotating Presidency of the Council of the European Union. Back then, the ambassador said that reducing the number of irregular migrants in these territories would also be among the main tasks of Hungary. EU Amends Schengen Borders Code to Decrease Number of Temporarily Reinstated Border Controls https://ift.tt/7V5HnNo The Members of the European Union Parliament (MEPs) have approved new rules for the reinstatement and prolongation of internal Schengen border controls under the Schengen Borders Code. The new rules come in an attempt to reduce the amount of internal border controls introduced temporarily within the Schengen Area, SchengenVisaInfo reports. In line with the adopted reform, the Schengen member states are empowered to introduce temporary internal border controls as a last resort for a maximum period of two years for the purpose of responding to public policy or internal security threats, SchengenVisaInfo reports. Moreover, member states are also allowed to extend this two-year measure for another year, provided that they have done rigorous assessments. MEPs have also approved the possibility for the Commission to authorise border controls in several member states for a period of six months in cases of a public health emergency that concerns multiple Schengen countries at the same time. In the case of a public health emergency that concerns several members at a time and puts at risk the functioning of the entire Schengen area, the Commission can authorise border controls in several states for periods of six months. European Union Parliament However, before being able to reintroduce or extend the border measures, the member states will have to do a thorough assessment of the situation, draw up a risk assessment, and then undergo consultations. New Law Promotes Police Cooperation Over Border Controls When Addressing Health Emergencies In addition to the above-mentioned, the reform of the Schengen Borders Code also highlights a targeted approach to tackle health crises by introducing harmonised rules for the entry of third-country nationals during emergencies. EU citizens and those who benefit from free movement would be exempt from these travel restrictions. As an alternative to border controls in cases of health emergencies, it has been proposed that police cooperation be promoted in border areas. Reform of Schengen Border Code Supported by 311 MEPs The reform of the Schengen Border Code was adopted with 311 votes in favour, 267 votes against, and 53 abstentions. According to the EU Parliament, the aim of the reform is to strengthen the free movement in the Schengen Area, clarify the introduced rules and reduce the frequent reinforcement of border controls within the area. Commenting on the adopted reform, rapporteur Sylvie Guillaume said that this new law will protect the free movement of people within the Schengen Area. Croatia Urges Bosnia & Herzegovina to Harmonize Visa Policy with EU Standards: Diplomatic Pressure Mounts https://ift.tt/4bueBhD Croatia has requested that Bosnia and Herzegovina aligns its visa policy with the European Union. Such a demand comes in an effort to prevent irregular migrants from entering the bloc from Bosnia and Herzegovina, SchengenVisaInfo reports. Bosnia and Herzegovina currently has visa-free travel agreements with several third countries, including China, Russia, and Türkiye. Since citizens of these countries and some others are able to enter Bosnia and Herzegovina without having to undergo visa procedures, they reach the country on direct flights. After entering Bosnia and Herzegovina, they then try to enter Croatia and the other neighbouring countries irregularly and apply for international protection. These practices are illegal, and for this reason, Croatia wants Bosnia and Herzegovina to start applying visa rules for countries whose nationals try to reach the EU irregularly via it. As Balkan Insight explains, the Minister of Interior of Croatia, Davor Bozinovic, said that the number of irregular entries into the country has dropped by 17 per cent compared to last year. However, Minister Bozinovic highlighted that Bosnia and Herzegovina has reportedly registered 40 per cent more entries this year. Due to this increase, Croatia is concerned that more people will attempt to enter the country irregularly. According to Minister Bozinovic, over 50 per cent of asylum seekers in Croatia are currently from China, Russia, and Türkiye. Taking this into account, Croatia wants to ensure that Bosnia and Herzegovina tightens its visa rules for people who are misusing the agreements in place. Croatia Working With Italy & Slovenia to Lift Internal Border Checks Despite concerns related to irregular migration, Croatia, Italy, and Slovenia have said that they are working together to lift the internal border controls before the summer begins. Instead of keeping internal border controls that are aimed at preventing irregular migration in place, the three countries want to protect the borders with joint police patrols. Announcing the plan, the Minister of Foreign Affairs of Slovenia, Tanja Fajon, said that if the project goes as planned, joint police patrols might be considered as an alternative to border controls. “Italy, Slovenia, and Croatia are working together to abolish internal border controls within the Schengen area before the summer break.” Minister of Foreign Affairs of Slovenia, Tanja Fajon Minister Fajon further stressed that this type of cooperation is necessary, especially in the fight against irregular migration from the Western Balkans route. Schengen area: Council adopts update of #SchengenBordersCode. Next steps: This regulation enters into force on the twentieth day following that of its publication in the Official Journal of the #EuropeanUnion. ✍ It is #directlyapplicable in the #EUcountries. Main elements: 👌 In the event of a large-scale public #healthemergency the new rules grant the possibility – following a Council decision – to put in place harmonised temporary travel restrictions at the EU’s external border. (During the COVID-19 pandemic, the EU was only able to issue non-binding recommendations as regards travel restrictions to member states. In addition to travel restrictions, the Council can also impose testing, quarantine and self-isolation and other health related measures for non-EU citizens entering the EU). 👌 In order to #fight the #instrumentalisation of #migration the amended Schengen Borders Code will offer member states the possibility to limit the number of border crossing points or reduce their opening hours and allows for enhanced border surveillance measures. 👌 The revised Schengen Borders Code clarifies the existing framework for the reintroduction and prolongation of internal border controls, which is possible when there is a #seriousthreat to #publicpolicy or #internalsecurity. Member states will need to #assess the necessity and #proportionality of this decision and #assess whether the #objectives pursued cannot be attained by other means. 👌 Moreover, the revised regulation sets out the #maximum #duration during which these controls at the internal borders may be maintained. Internal border controls which have been #notified to the Commission, member states and the European Parliament before being reintroduced may remain in place for a maximum duration of two years. In #major #exceptional #situations, internal border controls may be prolonged by 6 additional months, renewable once for a total duration of one year. The possibility to use alternative measures, typically consisting of police checks and cross-border cooperation, should encourage member states to substantially limit the reintroduction of temporary border controls. These measures must be clearly distinct from systemic checks on persons at external borders. Additionally, a new transfer procedure will allow a member state to transfer third-country nationals apprehended in the border area and staying illegally in its territory to the member state from which they arrived directly. The Government has issued a statement in anticipation of the introduction of the border changes within the EU: "I want to update the House on the work by the UK Government to maintain border fluidity with the European Union throughout the implementation of the new Entry/Exit System, ensuring UK nationals and residents can continue to access European destinations effectively and efficiently. he European Union is implementing a new border security system – the European Entry/ Exit System (EES). EU member states are responsible for implementation of the system at Schengen area border crossings, with oversight from the European Commission. EES will remove the requirement to manually stamp passports at the EU’s external border – so called “wet-ink stamps” – and improve physical security by creating a digital file that links a travel document to a person’s identity using biometrics. It will require non-EU citizens (excluding EU residents, long stay visa holders, and those protected by the Withdrawal Agreement) arriving in a Schengen destination to register their fingerprints, provide a facial scan and answer questions about their stay. On departure, travellers’ details will be checked against the EES database to confirm compliance with existing rules on time limits (maximum 90 day stay in a 180-day period) and register departure. While the UK government is supportive of the aims of EES, which complement our shared objectives on migration and secure borders, we are not content with the level of preparations put in place by the previous administration. The system will increase processing times at Schengen area border crossing points, and insufficient progress has been made on ensuring that these impacts (as well as other potential impacts) are minimised – with disruption likely when the scheme is introduced."

EU Prioritizes Strengthening Borders, Boosting Security, and Facilitating Travel https://ift.tt/tIShm2C The Commission of the European Union has released the annual report on the State of Schengen, disclosing the progress and challenges faced by the Schengen Area in 2023 and, at the same time, laying out priorities for this year. In the year that we left behind, the Schengen Area witnessed continued growth and stability, with it remaining the most visited destination in the world. In 2023 alone, the Schengen member states issued more than ten million Schengen visas. During the same year, over half a billion passengers visited the Schengen Area, significantly contributing to the EU’s economic growth, SchengenVisaInfo reports. In the report, the Commission has highlighted several other achievements and developments in the Schengen Area during 2023 and so far this year. According to the Commission, new rules that are aimed at strengthening border controls and enhancing cooperation between the Schengen member states have been implemented. Another achievement is that a stronger role for the Schengen Council has been established, and different tools, including the Eva and Monitoring Mechanism, have been utilised to ensure more effective management of the Schengen Area. The partial accession of Bulgaria and Romania to the Schengen Area has been listed as another important development. Moreover, the report also emphasises the efforts made in exploring alternative measures to replace internal border controls, the cooperation on protecting the Schengen borders between the member states, and maintaining security while facilitating the free movement of people. Building on the work of the Schengen Coordinator, the Commission calls on Member States to make increased use of reinforced frameworks of cooperation, such as cross-border police cooperation in border regions as an alternative to internal border controls. Commission of the EU EU Updates Practices for Supporting Member States in Implementing Schengen Rules In addition to sharing the achievements made so far, the Commission noted that it has updated its practices to provide tools, strategies, and measures for the purpose of supporting member states’ authorities in implementing the Schengen rules. It also addresses areas that need improvement. As stressed, improvements need to be made to ensure the quality of border control measures. Additional efforts also need to be made to return those who do not hold the necessary documents to their home countries and exchange information between the member states. Lastly, the Commission said that the use of the Schengen Information System needs to be maximised for enhanced security and border management. Finland to Close New Route to Block Asylum Seekers Entering from Russia https://ift.tt/EnXuNjh In an attempt to prevent the flow of migrants entering from Russia to Finland, the latter is planning to pass temporary legislation that will allow its border authorities to block asylum seekers attempting to enter its territory in irregular ways. Facing a worrying rise in irregular immigration, the government of Finland revealed that the country is also building new fences and deploying more patrols, drones and electronic detectors along parts of its border with Russia. According to the same authority, the proposed act is expected to enter into force as soon as possible and will remain in force for one year from its entry into force, Schengen.News reports. Following the new legislation planned, the Finnish border guards will be able to take measures such as the following: Call in thousands of reservists to help patrol the border Detect phone signals of migrants Send immigrants to detention centers and – more controversially To push immigrants to Russia without accepting their asylum claims The proposal’s objective is to effectively combat any attempts to put pressure on Finland through instrumentalised migration, strengthen border security and prepare for more serious situations of instrumentalised migration. Finnish government Finland Closed All Crossings on Its Border With Russia Due to Increasing Irregular Arrivals in 2023 Last year, Finland closed all crossings on its 1,340 km (830-mile) border with Russia due to many arrivals still needing valid documents to enter the European Union. During this period, some 1,300 migrants from nations such as Syria and Somalia arrived via that route. However, asylum seekers have continued arriving, and the government believes the number could rise significantly as temperatures rise. In this regard, Helsinki has accused Moscow of sending migrants to the border, a claim that the Kremlin has denied. In February, Interior Minister Mari Rantanen said authorities had information that thousands of people were on the Russian side waiting to travel to Finland. At the same time, Finland has once again decided to extend the closure of crossing points on its eastern border with Russia until April 14, 2024. Finland Closed Sea Crossings to Haapasaari & Santio Island for Boating & Marine Leisure Activities However, since there is no improvement in the situation, it decided to keep the border with Russia closed even after April 14 for an indefinite period.
