Brussels-Washington DC Building Performance Collaboration Brussels is recognized for steps it has taken to transform its building stock. The city has an exemplary record in guiding transformation, addressing the complex challenges of retrofit, and acting strategically on the issue of community design. A visit to Brussels in 2015 led to development and endorsement of the UN’s framework guidelines for energy efficiency standards in buildings and to launch of the UN’s High Performance Buildings Initiative.  The needed transition to sustainability in buildings and energy requires a profound break with past practice at a rapid pace. There is much that could go wrong and, at such a critical moment, few things are more valuable than access to lessons learned by those who moved first. The city of Brussels is recognized for the steps it has taken to transition its building stock combining incentives with code reformation, taking experimental first steps and later deploying city-wide strategies. Many have traveled to Brussels to see what it has accomplished and to learn how it was done. Brussels’ leadership has been impactful in cities as far away as New York and Vancouver, BC. The city of Washington DC stands out for the attention it has given to learn from Brussels’ experience. The city has established a close working relationship with Brussels, a sister city. DC sent a delegation to Brussels for in-depth study of what was done. The delegation brought those lessons home and began implementation, forming a practical partnership between the public and private sectors, both of which had important roles to play. It is a remarkable story of two world capitals collaborating to create a model of thoughtful but fast-paced transition. The two cities are working with the BAC to tell their story – and to help all who can learn from it move further faster. A session at the BAC’s second summit set out the stories of Brussels, the connection to the UN initiative and the establishment of the Enniscorthy International Forum and its BAC, and the collaboration with Washington, DC.  The cities propose to collaborate with other communities through field trips, online resources and case studies, and opportunities to meet with the public and private sector actors who have managed to bring real change to both cities. Inspired by the collaboration between Washington, DC, and Brussels, Pittsburgh and Glasgow have launched a similar collaboration through the BAC to drive both communities toward high performance outcomes. In their case the drive is specifically in a post-industrial context. The two cities have much to learn from other examples in the BAC community and from one another as they seek to achieve energy efficiency, carbon efficiency, resilience, and broad-based quality of life. "#Greenleases can only do so much after tenants are fitted out" Both landlords and tenants face their share of challenges in implementing green leases. This is no fault of any party. Tenants often don't have data visibility or the engineering expertise/capacity to fit out and operate the space sustainably. Instead they rely on fit-out contractors who may not have the full picture. This leads to suboptimal #sustainability outcomes. Attempting to increase #energyefficiency through equipment replacement requires CAPEX, and is often not technically feasible. Yet there is another way.
