Last but not least in our #CBAM series comes aluminium! European smelters, casting and processing industries will feel the impact of #carbonpricing from 2026. Integrating the latest 2023 EU #trade data and global #climatepolicy, our analysis reveals for EU’s imports of aluminium covered by CBAM: 📦 A total of 6 Mt across 56 CN codes were imported in 2023, amounting to EUR 21 bn ☁️ These imports contained direct and indirect embedded emissions of 67 Mt CO2e, mostly from unwrought aluminium 💱 13 non-EU countries already have a carbon price for aluminium, covering 35% of these emissions 💰 EU importers could incur a total carbon costs of over EUR 1 bn with a fully phased-in CBAM levy (calculated at 2023 EU ETS prices) As global carbon pricing for aluminium expands, there are increasing financial incentives to decarbonise the aluminium value chain. Along with the phase-out of free allowances in the EU #ETS, CBAM will raise CO2 costs and make low-carbon aluminium more competitive. The slides from the EU's CBAM Export Group Meeting are available below. My key takeaways: 📊 15,361 reports submitted in Q3. Germany, Poland, Italy and Netherlands with the most declarations 🌏 Ukraine, Russia, Turkey, Canada sending the most CBAM goods to the EU since CBAM began, with China being the highest number of imports. 🏗 Breakdown of imports per aggregated goods category by volume: 69% Steel, 17% fertilizers, 9% cement and 5% aluminium 🚨 ~50% of importers were using actual values in Q3 2024! Still a long way to go on full compliance, but an impressive volume of data available. ↘ Simplification ideas: changes to the EUR 150 de minimis threshold AND potentially no CBAM reporting for CBAM precursors produced in the EU and subject to EU ETS. European aluminium is at a critical juncture as it faces taxes under EU CBAM in 2026, S&P Global's Jacqueline Holman writes here. Industry leaders like Emanuele Manigrassi from EUROPEAN ALUMINIUM and Guillaume de GOYS of Aluminium Dunkerque shared both their concerns and optimism regarding this transformative policy. Challenges remain significant: European producers are grappling with soaring electricity costs, which are up to three times higher than those faced by non-EU smelters. This has already led to a reduction of around 1.18 million tons in capacity since 2021. However, there’s a silver lining. CBAM is designed to level the playing field by taxing high-carbon imports, discouraging carbon leakage, and creating a market advantage for low-carbon products, which EU producers specialise in. As Emanuele Manigrassi noted, this mechanism, if implemented thoughtfully, could encourage investments in innovative, green technologies and enhance the competitiveness of EU producers.
