"Public procurement is a useful tool to sustain demand of decarbonised #constructionmachinery in Europe" - this was the key takeaway from the EFM debate held in the European Parliament on 19th November. Hosted by MEP Sara Matthieu & with MEP Jeannette Baljeu and MEP Radan Kanev among the speakers, the event focused on how the EU procurement legislation can support sustainable construction and the carbon neutrality transition. This is in the context of the upcoming revision of the 2014 directives. DG GROW's Jugatx Ortiz González delivered a presentation on the process and the timeline of this revision process, which will be a key legislative file under the political leadership of incoming Commission VP Stéphane Séjourné. Our member company Volvo Construction Equipment was the industry supporter of this event and was represented at its highest level by President Melker Jernberg, who delivered a keynote speech about the company's engagement towards carbon-neutral machinery and called for supportive policies for the industry. Speaking at the event our SG Riccardo Viaggi recognised how demand should be supported by public tendering, most of all in contrast with the increasing supply of decarbonised solutions by CECE member companies. Riccardo reminded policymakers that all their decisions should be technology-neutral and support European industry, while delivering better value for taxpayers' money. He concluded by reminding attendees that sustainability considerations in award criteria can already be used by public tenderers under the current regulation. However this is not done because of a lack of professionalism and skills in most of the tendering authorities, which open them up to lawsuits and delays in awarding contracts based on the most economically advantageous tender.

National legislation is only a matter of time – whole life carbon limits already exist in parts of Northern Europe, and the UK won’t be far behind. In the meantime, local standards, public scrutiny and sustainability commitments from major industry players are driving action now. Embodied carbon is becoming a consideration, and the supply chain needs to respond. How? By offering lower-carbon products wherever possible, supported by robust data that substantiates their sustainability credentials. This all begins with EPDs, the Environmental Product Declarations that enable embodied carbon comparisons between construction products. It’s time for these third-party verified documents to become a hygiene factor for the construction industry. There are complexities to navigate. Not all EPDs are made equal, and that can make it challenging to effectively compare products from different manufacturers. The entire supply chain will need to adapt. We’ll play our part by providing EPDs for our full product range, to the latest standard – and creating resources to help customers and branch staff get up to speed. The prize is worth it. A lower-carbon construction industry, with the products and insight it needs to build low-carbon buildings. I am happy to share that the OECD report "Addressing steel decarbonisation challenges for industry and policy" – is finally out. It is based on work by Cécile SEGUINEAUD, Danhak Gu, Masanobu Nakamizu, Valentina Ventricelli, Michele Rimini, Tara Hermans, Anthony de Carvalho, Stephan Raes, Jens Lundsgaard and me. In this report, we outline steel companies’ decarbonisation strategies and implementation, discuss remaining challenges in reaching all the way to the Paris Agreement’s target of net-zero emissions, and provide some insights on how policies can be developed to further enhance the decarbonisation of the steel industry. The key policy insights can be summed up as: 🚀 Policy approaches will have to adapt with rapid advances in low-carbon steelmaking ⛓️ Coordination of value chains is a key enabler for low-carbon steelmaking 🌐 International cooperation should be enhanced 📈 Competitiveness of low-carbon steel will require pricing and/or direct market-shaping 🏭 Avoiding excess capacity while enabling low-carbon steel requires a more rapid exit of emission-intensive plants https://lnkd.in/dbugVhuk

Raes' #presentation focused on the #goals of reducing the #environmentalimpact of #steel production and accelerating the #decarbonization of the #industry. Highlights of Raes' speech included introducing the OECD - OCDE's work on the decarbonization of steel, common #challenges facing the #steelindustry and company #strategies to overcome these challenges. The speech addressed the current #policy #framework of the steel sector, which accounts for a significant share of global #emissions, with a focus on #mapping and #analyzing decarbonization policies. Finally, Raes concluded his speech with the progress made in #decarbonizing the steel industry, but stressed that significant challenges remain. She stressed that #policies for #decarbonization of the steel industry play a #critical role and that more efforts are needed and that the #steelsector must work harder to achieve #climategoals.
