RUSSIA IS THE WORLD'S PRE-EMINENT GRAYZONE ACTOR. WTW's new report maps gray zone actions in the emerging world. The annulment of the first round of Romania's election last week, as a result of Russian electoral interference, was a striking reminder of Russia's gray zone reach, even within EU countries. Other findings from the report, which draws on 40 in-depth country profiles authored by Oxford Analytica (part of FiscalNote)'s experts: * As is clear from the map, gray zone activity is overwhelmingly an Eastern Hemisphere phenomenon. To be sure, the history of US (and Soviet) gray zone action in Latin America could fill a multi-volume set. But today, the major flashpoints are in the Middle East, Asia, the Sahel, and on the East-West divide in Europe * Gray zone action in the emerging world is overwhelmingly employed by middle powers, notably Russia, seeking a cheaper (and less deterrable) alternative to conventional military action * Russia has made extensive use of state fragility in the Sahel to "flip" countries to its side, most recently in Niger.
