‘The challenges of teacher recruitment and retention in England’ The release of this blog from Ofsted today is very timely after the conversations I’ve been having this week around the challenge of staff retention and the impact of diminishing budgets and overwhelming workloads on staff and leaders. Almost a year ago the Annual Report of His Majesty’s Chief Inspector of Education, Children’s Services and Skills 2022/23 stated, “In schools, staff shortages are reducing expert teaching, increasing stress, limiting intervention when children struggle, and creating a barrier to teachers accessing training and development.” However, one year on and, with leaders wearing many hats, covering numerous roles and regularly overworking causing stress and burnout, the climate seems no different. An effective retention strategy not only enables a school to hold onto and maximise the potential of the talent they have, but due to word of mouth it also enhances recruitment opportunities. The best type of retention strategy is based on what staff truly need and the culture they work within. I missed a conference dinner/party Wednesday night and, instead, caught a red-eye flight back to help guide this group of students through a hypothetical workplace scenario. Over the past few weeks, this group has learned about working conditions and the power imbalance that existed prior to the National Labor Relations Act (NLRA), employees’ rights under the NLRA (including the right to refrain from activity), employer and union unfair labor practices, and exclusive representation. Next week they get to take all that knowledge, and yesterday’s training, into a presentation with one of our appointees. Will they recommend issuing a complaint? Will they note that their investigation revealed additional unfair labor practices? Stay tuned—they present their case on March 8. [These young folks are what we call student ambassadors. Part of an NLRB outreach program, they’ll go through a learning phase, which ends with their case presentation, and then complete a project phase, which includes a public-facing project that will allow them to share what they have learned with folks in their community. These students are bright. They have incredible gut instincts. Expanding this program to a local high school, and getting to work with these students, is easily the highlight of my career.]

Administrators, where is the balance of supporting teachers with behavior without taking on the role of disciplinarian for the entire building? The key is establishing a culture of discipline that empowers both teacher and student. If the administrators are handling all of the discipline, it will become all they do on a daily basis.

Last post about the educator shortage survey! The survey asked education leaders to identify the the root causes of shortages for different positions. For teachers, special educators, and administrators, the top answer was "burnout from working conditions." To understand what Illinois teachers really think about working conditions, we completed qualitative work in 2023 from a survey of 3500 teachers. I'm not sure how much traction this work got statewide, but the results were deeply interesting to me. For teachers, difficulties with working conditions all came down to leadership--for better or for worse. It convinced me that investing in teachers requires investing in quality, supportive leadership. With so many separate #EducatorTalent management initiatives—from #preservice training to #professionaldevelopment and compensation—and with district, state, and federal involvement in teacher policies, policymakers often have adopted a piecemeal approach to dealing with this system-level issue, particularly under times of crisis. The GTL Center developed the Talent Development Framework, which provides an opportunity and a road map for state- and district-level policymakers to systemically improve educator quality, address teacher shortages. and improve equitable access for all students. By promoting a comprehensive, systemic approach, the framework helps state and district leaders: ✳ proactively and purposefully address talent challenges per local context; ✳ make sense of talent challenges across the educator career continuum by illustrating and systematizing the complexity of developing human talent in education; ✳ take a more strategic approach to securing the teachers and school leaders needed to create a strong, equitable education system.
