Healthcare providers in Rwanda are lauding the transformative impact of STARLINK internet on service delivery and operational efficiency. Launched as a pilot project in June 2023, this high-speed satellite network has significantly enhanced connectivity in health centers, especially in remote regions. The initiative, a collaboration between the Rwandan government and the Tony Blair Institute for Global Change, has installed Starlink internet in 40 health centers across various areas, including Rusizi, Rulindo, and Kigali. Eight months into the project, healthcare workers report substantial improvements in their work environments and the quality of care provided to patients. Jean Louis Muhirwa, a midwife at Buyoga Health Centre in Gicumbi District, noted the previous challenges posed by unreliable connectivity, which limited access to only a few devices during peak hours. With Starlink, the center now enjoys consistent internet access, allowing multiple devices to connect seamlessly and enhancing the overall efficiency of healthcare delivery. The benefits of STARLINK extend beyond patient care to administrative processes. Immaculée Nyinawibambe, head of Kajevuba Health Centre in Ntarabana Sector, emphasized that the reliable internet connection has enabled their transition from paper-based records to digital systems. This shift has not only reduced patient wait times but also improved the overall quality of service, showcasing how technology can streamline operations within the healthcare sector. Yves N. Iradukunda, PMP, Permanent Secretary at the Ministry of ICT and Innovation, highlighted the government's commitment to connecting health facilities in rural areas that lack access to fiber optic and other high-speed alternatives. Information and communications technology (ICT) plays a crucial role in driving economic growth and transforming information into a powerful tool for development. Using data from 16 MENA countries for the period of 1995 to 2018 by using the panel ARDL method, we [Hassan Gholipour Fereidouni, Reza Tajaddini, @Fouad Jamaani, PhD, Omar Bashar and I) examine the effect of ICT on economic growth and the moderating role of the quality of national institutions in the MENA countries. The results obtained that while ICT usage drives economic growth, ICT investment alone has a limited effect. Moreover, our research confirms that higher-quality institutions boost the impact of ICT use and investment on economic expansion. A common question people ask about our SMART RURAL initiatives is: "How does connectivity bring about transformation?" In the 21st century, connectivity is like the foundation of a house that supports the entire building. Today, everything depends on connectivity; that's why we first connect a community before proceeding with other services such as e-banking, e-learning, telemedicine, etc. Connectivity is, therefore, one of the fundamental infrastructures the 21st-century economy needs to thrive. So far, we have connected more than 150 rural communities and are optimistic for more roll out in this year's second half. ZAMBIA TAKES LEAP IN DIGITAL HEALTHCARE AS 1,000 HEALTH FACILITIES GET ONLINE LUSAKA, November 2024--- SMART Zambia's National Coordinator Mr Percy Chinyama has announced that in a significant milestone for Zambia's healthcare sector, the Electronic Government Division has successfully connected 1,000 health facilities to the internet nationwide. "This achievement marks a crucial step towards the government's ambitious goal of providing internet access to all 3,400 health facilities by the end of 2025." Mr Chinyama said this during a kick off meeting for Senior ICT heads from government ministries and private sector, where he launched the development of the National Electronic Government Enterprise Architecture (eGEA) for the government ICT infrastructure. "The internet rollout is expected to pave the way for the implementation of smart care, revolutionizing the country's health care services," he said. Mr Chinyama emphasized the significance of this development as a progress and part of Zambia's broader efforts to bridge the digital divide and enhance public service delivery.
