There’s a phrase that organisations like to use when talking about some dire breach of data protection or privacy for which they are responsible, and it’s not the smart PR move that they think it is. It’s “isolated incident”. The objective is obvious. It’s to reassure the reader that whatever awful thing the organisation presided over, it was an anomaly, a one-off by which they should not be judged. In the case of Leeds and York Partnership NHS Foundation trust, the “isolated incident” is that a member of Trust staff filmed a vulnerable patient who had been sectioned seven different times and circulated the videos on WhatsApp to 20 people. They still work for the Trust. There are two reasons to dispute the framing as ‘isolated’. The first is the sheer disrespect that attempting to minimise this appalling breach shows to the patient. It’s a sign that - as too often - an NHS body’s chief concern is its reputation. But second, it’s not true. The staff member felt confident to film the patient and share the videos with other staff. They were able to make seven videos; apparently nobody noticed a staff member with their phone out on seven different occasions, or the videos were originally made for a legitimate purpose and nobody bothered to control what was done with them. This is not an isolated incident; especially as the person is still employed there, it’s more likely to be an example of the culture as a whole. They let the person do this. The Chief Executive is keen to portray this as “the unacceptable actions of one member of staff”, but it’s very hard to imagine this situation occurring without the incompetence and indolence of others. Perhaps behind closed doors, there’s a greater acceptance of the likely corporate implications of what went on here. Perhaps training and better management of staff will be implemented. But it’s hard to believe that the public ‘nothing to see here’ position won’t be matched by a lack of internal accountability. https://lnkd.in/eX54gzbY
