The easiest way to deliver a 'National Stadium' is to simply re-zone the lamd surrounding Eden Park 500m in each direction to mixed use commercial/residential, take away the noise limits and buy some of that land near the stadium for public use.  Some more funding could go into upgrading the train and bus links. Finally cricket should not be played there.  The national cricket stadium should be in Cristchurch - Hagley Oval.  Increase seating there and in Hamilton, Napier and put $200 million into rebuilding North Harbour Stadium into a world-class one-day, Twenty20 and Test cricket ground by 2030.  An all-purpose stadium is a bad idea.  It is sub-standard for all uses.  Using Eden Park and Haglwy Oval/North Shore Stadium means more of the money can be spent on transport upgrades.
