This is SO wrong. Whistleblowing, even anonymous, should be encouraged to create a speak up culture. The sole outcome of an unsubstantiated allegation simply means literally the inquiry has not been able to conclude with sufficient evidence to substantiate an allegation - it does NOT automatically mean the allegation has been made maliciously unless evidence to the contrary is secured. It is exactly this attitude like Zhang’s (which unfortunately is even allowed by the University to be publicized) that discourages (not to say threatens) speak up and whistleblowing - I’m afraid whistleblowers will continue to choose to make a report anonymously or even to suck the lemon and do nothing. Unfortunately it seems this culture of killing the messenger together with its worshippers from China is more and more protected and unchallengeable in Hong Kong nowadays. //The investigation's conclusion demonstrates beyond doubt that the series of anonymous reports and malicious allegations lacked any factual basis. It is evident that a prolonged effort was made to extract confidential information and internal communications from various departments of the University, with the sole purpose of distorting facts to mislead the public and to serve an unknown ulterior motive. The University's reform and development were then impeded… I have to point out that the individuals responsible for spreading these rumours have engaged in a severe campaign of slander against both myself and the university through anonymous emails. Such behaviour deserves strong condemnation. //
