American cities are pouring hundreds of millions of dollars annually into programs designed to help and, ultimately, eliminate homelessness. Most cities fund non-profits to carry out that work, but who's tracking the effectiveness of these organizations? This article looks at an emerging scandal in San Francisco around a city-funded non-profit, and looks at the bigger issue of monitoring where the tax dollars are spent.

Today ISF presented evidence to Senate Economics References Committee inquiry into residential electrification on how housing loans can evolve to facilitate sustainability retrofits. In the 1970’s and 80’s the regulation of housing loans meant that there were caps on how much could be borrowed. Today housing loans actually consist of three products that are integrated, the housing loan itself, offset savings accounts and mortgage insurance. The regulation of housing loans should now evolve to support a household to invest in sustainability retrofits over time. The idea is simple. A household that needs $5,000 to take gas out of the home, should be able to increase their home loan without needing to reapply. Without a regulatory nudge, households that seek a small amount of finance for the purposes of sustainably retrofitting their home will be driven into financial products with higher interest rates and shorter terms to make repayment. For low-income households this risks being exposed to what we are calling a net zero poverty premium.

The Real Need To help these businesses succeed and build a more inclusive economy, philanthropy can make complementary investments in small-business training providers and community development financial institutions, CDFIs — nonprofit lenders that provide affordable capital to underserved communities. Unfortunately, in my experience, many well-meaning funders focus on one-off programs, such as grants for diverse entrepreneurs, when the bigger opportunity for impact lies in addressing broader gaps in small-business support. Critically, organizations that offer small-business capital and expertise are not connected to each other, making it difficult for entrepreneurs to navigate available resources. And because these providers are under-resourced, they can’t expand their reach and help small businesses take advantage of historic federal funding. For example, just 13 percent of the $8.2 billion allocated so far through the State Small Business Credit Initiative for entrepreneur support programs has actually reached small businesses. #SBA #CDFI #BCorp

🏠 Michael Smalling (’90, Finance) has brought over 1,200 homes to over 7,000 people as the co-founder of Homes4Homes, a nonprofit that builds homes for families in developing countries. What began as a modest effort to help families that he and his co-founder Jonathan Harris met while on a trip to Uganda has developed into a full-scale effort, positively impacting communities in 4 countries: Uganda, Honduras, Guatemala and Mexico. “The sooner you start acting, the bigger the impact you will make. It’s like compound interest, a lesson I learned in my finance classes at Belmont. If you help ten people, then each of them in turn helps ten people, the growth is exponential!
