On 16 December, the Government proposed a raft of changes for demand-side response (#DSR) participation in the #CapacityMarket (CM), including several policy proposals on consumer-led flexibility. The ambition is to support the 30-40GW of short duration flexible capacity the National Energy System Operator (NESO) estimates the country will need by 2030. ⚡ 👉 The Call for Evidence on DSR in the CM seeks feedback on policy proposals to categorize DSR technologies, improve de-rating factors, and address duration limits and baseline methodologies. Key aims include enhancing participation, accuracy in capacity claims, and managing small-scale assets effectively. 👉 The consultation on modernising CM rules and improving participation and delivery assurance of DSR suggests measures to improve consumer-led flexibility. These changes primarily affect timing and fees for non-delivery, aiming to reduce barriers and ensure effective participation and delivery.
