9,000 members of the Public Service Alliance of Canada (PSAC) and the Canada Border Services Agency (CBSA) along with Customs and Immigration Union (CIU) are set to issue a strike vote starting April 10, 2024. PSAC stated they reached an impasse in bargaining back in September 2023 after nearly two years of negotiations. Members have been without a collective agreement since 2022. If PSCA/CBSA members vote in favor of a strike mandate, supply chains could see potential delays due to service interruptions at the Ports of Entry into Canada. CBSA New - Customs Border Starting on April 10, 2024, more than 9,000 members of the Public Service Alliance of Canada (PSAC) and the Customs and Immigration Union (CIU) will be conducting a nationwide strike vote. These are members who work at the Canada Border Services Agency (CBSA). While strike votes are underway, PSAC and CBSA will hold Public Interest Commission (PIC) hearings on April 10 and 22 with the Federal Public Sector Labour Relations and Employment Board. Following the PIC hearings, the Commission will release non-binding recommendations to reach an agreement. If members vote in favor of a strike, PSAC will be in a legal strike position seven days after the board releases its report. For now, information about the impact of a strike remains limited; however, a strike is expected to affect non-essential CBSA operations. If no deal is reached, CBSA set to strike across the country Friday: "Despite mediation this past Monday, the over 9,000 workers that are part of the Public Service Alliance of Canada (PSAC) and the Customs and Immigration Union (CIU) are set to begin job action as early as 4 PM on Friday, June 7th. As 90% of the frontline Border Services Officers are considered essential workers, the border will not close. However, labor action of this type has historically caused significant slowdowns at Customs, and you are encouraged to be patient as goods will continue to cross for the duration. Still, a strike of this magnitude will likely affect many border services. Delays can include, but are not limited to: - General processing times. - Trade programs - including drawbacks, rulings, and adjustments - BN/RM Activation and Registration - Physical crossings due to congestion"

Members of the Public Service Alliance of Canada (PSAC) and the Customs and Immigration Union (CIU) who work at Canada Border Services Agency (CBSA) will be conducting a strike vote across the country starting April 10, 2024. While strike votes are underway, PSAC and CBSA are proceeding to Public Interest Commission (PIC) hearings April 10 and 22 with the Federal Public Sector Labour Relations and Employment Board. Union representing Border Services Officers votes in favour of strike action. Members of the Customs and Immigration Union (CIU), which represent CBSA employees including Border Service Officers have voted overwhelmingly in favour of strike action. Mediation with the CBSA is expected to begin June 03, 2024 and that the Public Interest Commission report is to be released at the same time. The union notes that it will be in a legal strike position seven days after the PIC reportis released, and members should be prepared to take job action in June 2024 if a deal isn’t reached. In previous strike action, 90% of frontline Border Services Officers were deemed as essential, meaning they continued to offer essential services. CBSA employees based away from the frontline may not be deemed as essential and be in a position to take strike action. Travellers and businesses could experience an increase in border wait times, other services, and picketing outside CBSA premises. CBSA workers set new strike deadline for JUN 14 12:01 AM More than 9,000 members of the Public Service Alliance of Canada and the Customs and Immigration Union (CIU) will begin job action across the country starting June 14 at 12:01 a.m. ET if an agreement is not reached at the table with Canada Border Services Agency and Treasury Board. “We are still hopeful we can avoid a strike and potential disruptions at Canada’s borders,” said Sharon DeSousa, PSAC National President.” No worker wants a strike, but we’ve set a firm deadline for this government to come to the table with a fair agreement.” Workers at CBSA represented by PSAC-Customs and Immigration Union (CIU) have been without a contract for over two years. CANADA BORDER SERVICE AGENTS SET TO STRIKE CBSA personnel, represented by the Public Service Alliance of Canada and the Customs and Immigration Union (PSAC-CIU), voted 96% in favour of taking strike action. With the release of the Public Interest Commission (PIC) report on May 30th, the CBSA will now be in a legal strike position beginning Thursday, June 6th. The border will remain open, as over 90% of CBSA frontline workers are deemed an “essential service” and cannot strike, however, increased wait times and service disruptions are expected due to picketing. As per the PSAC, “Job action by CBSA personnel in 2021 nearly brought commercial cross-border traffic to a standstill, causing major delays at airports and borders across the country and a marathon 36-hour bargaining session to reach an agreement.” Negotiations with the Treasury Board and the CBSA are set to begin Monday, June 3rd, just days before an impending strike. The PSAC have issued a warning to the transportation industry of the impending delays.

The proposal received 96% support from the Border Services group of the Public Service Alliance of Canada (PSAC). The last significant action by PSAC members occurred in 2021, almost halting commercial cross-border traffic before a 35-hour negotiating session led to an agreement. This development follows a vote for strike action by railway workers at Canadian National and Canadian Pacific Kansas City at the beginning of May, but a request to review the public safety impact of the labor action has delayed its potential start date.
