Is Canada free riding on defense? As more and more NATO countries spend upwards of 2% of their GDPs on defense, Canada's 1.3% allocation is leading to complaints that Ottawa is not pulling its weight in the face of a continued war in Ukraine. U.S. House Speaker Mike Johnson called Canada out directly this week: “Talk about riding on America’s coattails. … I think that’s shameful.” I put that to Bill Blair, Canada's defense minister, at Foreign Policy's Security Forum this week, on the sidelines of the NATO summit. #Digital signalling has always been an important, if somewhat understudied, area of #DigitalDiplomacy. Today, #Russia's MFA signaled that #Ukraine's use of American missiles in the war would be a seen as 'direct involvement' of US military ops against #Russia. The response by Russia would be 'adequate' and 'significant'. The problem with signalling is that signals can be misread and misinterpreted. For instance, what does 'direct involvement' mean? What is an adequate response? And how will it be 'significant'? It's possible that Russia is being deliberately ambiguous to ensure it can respond in varied ways. So the question is- when does signalling end and strategic ambiguity begin. Time will tell.

EUROPE HAS TO BE READY Macron said: “After Russia's invasion of Ukraine, it is no longer clear where the limits of Moscow's power lie. So we have to build a strategic concept of a reliable European defense for ourselves. Europe cannot be a vassal of the United States.” Finally, the statesmanship and leadership has woken up in Europe. And no surprise French are leading the way. Britain and Ukraine should be “co-chairs” in this quest for strong peace and security architecture. Only with the UK technology, its armed forces, nuclear deterrent and intelligence superiority, and Ukraine’s unique battlefield experience and knowledge of the powerful adversary, can Europe become self sustainable defence wise. But apart from political leadership, it would take a lot money, sweat, pain and tears. And for this of course, Ukraine has to be an integral part of Europe’s economy, defence and security architecture.
An essential condition for European security is that Russia not win the war of aggression in #Ukraine, — French President Emmanuel Macron during a speech at the Sorbonne Universités. “Our Europe today is mortal and can die. It can die, and it depends only on our choices. Europe is not armed against the risks we face in a world where the rules of the game have changed. After Russia's invasion of Ukraine, it is no longer clear where the limits of Moscow's power lie. So we have to build a strategic concept of a reliable European defense for ourselves. Europe cannot be a vassal of the United States,” he said. Macron called for "producing more and faster" of the necessary weapons, and giving preference to the purchase of European military equipment. "There is no defense without a defense industry. We have had decades of underinvestment," he said.
