British government preparing to scuttle UK economy. How much wear and tear does a lorry cause on its way through a ferry port? Most people would say a few pence, at most. The British government reckons that it can. get away with anything up to £145 per trip. On April 30, the British government will start taxing consignments of imported food up to £145 to drive through government-operated port facilities before accessing national road and rail networks. Called the Common User Charge (CUC), the new tax will cover the running costs of new Border Control Posts (BCPs) built around Britain, but not the capital costs. By adding up to £145 to the cost of a haulier's ferry ticket, the British government can expect outrage and indignation from foreign governments and businesses alike. It will be sure to extinguish any shred of goodwill remaining in Europe and farther afield. This is the second phase of the British government's Border Transit Operating Model (BTOM) a three-stage programme to restore the UK's lapses in border biosecurity over the past three years. The final version, dated February 3, 2024, reads as though it was edited with a megaphone. At first, policymakers failed to appreciate the distinction between a load and a consignment: once the difference had been understood, the CUC changed its charging increment to consignment lines, with a cap at five consignment lines. [There are many options to develop a range of threads to this story for any reader profile. Confusion about SPS checks and the common user charge continues. Yesterday, following a DEFRA presentation there were media reports that the implementation of the checks on 30 April would not now take place and instead would be delayed, for a sixth time. Today, DEFRA claims those reports are incorrect, and that the implementation on 30 April will go ahead, as planned. I didn't attend the presentation by DEFRA in person, so can only assume that the presentation was misreported, or that DEFRA's messaging lacked clarity. Or maybe both. The reported attempt by DEFRA to keep their intentions out of the media and not shared with businesses is worrying, if true, and does nothing to encourage confidence in government messaging.
