The ACMA has issued its long-awaited guidance for LEOSat licensing arrangements for direct-to-mobile in IMT bands (called 'Supplemental Coverage from Space' or SCS in the United States). Notably, it confirms initial reliance on ITU Radio Regulations Article 4.4. for the space objects and that the existing terrestrial spectrum licence framework is sufficient for mobile handsets to communicate with the LEOSats. A key clarification is that space objects cannot be authorised to transmit under section 68 of the Radiocommunications Act since they are outside the area of the spectrum licence. Though, reliance on RR4.4 means that the LEOSats will be able to operate nonetheless. https://lnkd.in/gREQTxut

ACMA lays out draft plan for future of Australian airwaves The Australian Communications and Media Authority (ACMA) today laid out its draft plan for the management of Australia’s spectrum – the wireless communications frequencies that carry mobile data, satellite transmissions and broadcast signals. The draft Five-year spectrum outlook 2024–29 (FYSO) canvasses a range of potential use cases, including increasing the spectrum available for 5G wireless broadband as well as new satellite technologies, both supporting greater network coverage and connectivity. This event will explore the ongoing Universal Service Obligation (USO) review and the critical work of the Regional Telecommunications Independent Review Committee (RTIRC), noting that: ✅ RTIRC is examining existing and future needs in regional, rural, and remote communities across Australia, emerging technologies, broader market developments, the design and delivery of regional communications programs, and public sentiment towards changing and emerging technologies. ✅ RTIRC is also considering the potential to fast-track some USO modernisation outcomes, particularly within NBN Co’s fixed wireless network footprint, which would build momentum for broader change. ✅ While RTIRC will present its findings to the government by 31 December 2024, the USO Review expects to issue its summary report on stakeholder feedback in July 2024, so the event will provide an opportunity to discuss those views.
