California's AI Bill SB 1047: A Step Forward or a Step Back? California is making waves with its latest legislative proposal, SB 1047, which would require public machine-learning models to undergo certification. The bill aims to prevent #AI-related disasters by ensuring that models are safe and reliable before they are released. "For AI to be sustainable, it must be safe. As with any transformative technology, the risks imperil the benefits." California’s Safe and Secure Innovation for Frontier Artificial Intelligence Models Act, currently with Governor Newsom awaiting his signature, requires that developers of the most powerful AI systems write and follow safety and security protocols to prevent critical harm. According to one expert, Newsom should sign it. "Why California Gov. Gavin Newsom should sign an AI model regulation bill," by Anthony Aguirre, Faggin Presidential Professor for the Physics of Information at UC Santa Cruz and the executive director and co-founder of the Future of Life Institute. https://lnkd.in/eMiXfbcY

If you were holding your breath for federal AI regulation - don't. Senator Warner of Virginia stated that everyone agrees regulations are necessary but "They all say they want regulation until you put words on a page.” He also references trying to find a middle ground between the EU AI Act and doing nothing: “I am deeply engaged with a lot of these companies. I’m saying, ‘You guys have got to be for something.’ Now, do you do what the Europeans have overdone? We’ve done nothing. There is somewhere in the middle [for], I think, smart regulation." Accordingly, I believe we are likely to see the patchwork state-by-state regulation of AI continue for the foreseeable future. https://lnkd.in/eVZwJ8-p

If you're interested in AI safety or governance, it's worth examining the story of SB 1047. Often, the real threat isn't AI itself, but individuals who believe they understand it, creating a misguided perception of its risks. Regulation of AI is essential—without question. However, such regulation should be shaped by those with a deep understanding of AI and its application domains. As Governor Newsom emphasized in his veto statement, AI policy must be "led by experts, to inform policymakers on AI risk management practices that are rooted in science and fact." Ideally, the regulation and governance of AI in the biomedical field and public health will create a safe and supportive ecosystem that enables AI to be harnessed effectively and applied in appropriate contexts. https://lnkd.in/g8mJ-6S3
